II. Organizational Context and Scope
The mission of the Migration Health Division (MHD) of the International Organization for Migration (IOM) is to promote evidence-informed policies and holistic integrated preventive and curative health programmes which are beneficial, accessible, and equitable for vulnerable migrants and mobile populations.
IOM
and its partners uphold the principle that promoting equitable access of
migrants to health information and services confers benefits to both migrants
and society as a whole.
IOM supports governments to understand and address the social determinants of health, including migration, through four programme areas:
- Service
delivery and capacity building;
- Research
and information sharing;
- Advocacy
and policy development; and
- Coordination
within and between countries.
Since
2003/4, IOM in Southern Africa implemented a programme titled Partnership on
HIV and Mobility in Southern Africa (PHAMSA). From July 2010, the programme has
been renamed PHAMESA, incorporating the addition of East and Horn of Africa
countries.
PHAMESA aims to contribute towards improved health standing of migrants by responding to their health needs throughout all phases of the migration process, as well as the public health needs of host communities, using IOM’s network of regional and country missions, and partnerships with regional economic communities (RECs), health and HIV/AIDS authorities, other line ministries, the private sector, UN, and international and local NGOs.
Migrants and mobile populations assisted through the programme include migrant (in a regular and irregular situation) and mobile workers, asylum seekers, refugees and returnees.
The Service Delivery and Capacity Building (SDCB) component aims to:
- Facilitate,
provide and promote access to sensitive health services for migrants and
communities affected by migration;
- Increase
technical capacity to provide sensitive health services to migrants and
communities affected by migration.
The
IOM’s SDCB Framework is an innovative, strategic and practical approach to
addressing health vulnerability and improving health outcomes in defined
migration-affected areas.
It
promotes an enabling local environment for health service delivery, and
individual and social change, and supports the development of effective local
responses to critical health concerns including TB, HIV treatment and
prevention, and chronic illnesses.
The Research and Information Sharing component aims to:
- Strengthen
the understanding of migration health through (a) increased implementation
and dissemination of assessments and research on migration health and (b)
increased adoption of research findings in evidence-based programming; and
- Mainstream
migration health as a research agenda and national statistical plans
through (a) increased sharing of information on migration health as a
topic for research and (b) increased collaboration and coordination with
the research community.
Under
the direct supervision of the Migration Health Programme Officer who manages
the "Partnership on Health and Mobility in East and Southern Africa”
(PHAMESA) Programme for East and Horn of Africa, the candidate will assist with
project development in the region.
The
incumbent will work in close consultation with relevant partners and colleagues
in the Nairobi office and in IOM country offices.
She
or he will also assist with regional backstopping and logistical support on the
PHAMESA Service Delivery and Capacity Building model to be rolled out in East
Africa in 2012/13.
III. Responsibilities and Accountabilities
1) Project Development
- Assist
in identifying potential projects and formulate concept notes and project
proposals in the appropriate templates by conducting background research,
preparing initial drafts, and revising drafts following feedback from
colleagues.
- Assist
the PHAMESA regional team in identifying and contacting potential partners
among civil society, governments in the region, and international
organizations. Research new potential funding opportunities, including
within the private sector, for future IOM project development in Kenya and
the Greater Horn of Africa region. In coordination with the Programme
Support Unit, conduct a desk study including a review of major (potential)
donors’ country strategy papers for the East African region and countries;
identify synergies with IOM’s PHAMESA strategic priorities, and make
recommendations on further donor engagement;
- Assist
in the maintenance of the resource mobilization matrix, which contains all
existing projects as well as all potential projects with remaining funding
requirements.
2)
Research
- Assist
with collaboration and development of institutional memoranda of
understanding between IOM and academic/research institutions at the
country, regional, and global levels related to internships, research, and
thesis work.
- Support
and promote the integration of migration, mobility and health in academic
curricula such as public health courses, demography, population studies
etc.
- Facilitate
communication and coordination among MHD staff in East Africa, and with
colleagues in other regions, for sharing of research concepts, protocols,
results, and lessons learned. Compile, organize, and maintain a historical
record of all research conducted by MHD since 2005 in East and Horn of
Africa.
3) SDCB - in collaboration with the Migration Health Research Officer based in Nairobi and the Migration Health Project Officer (SDCB) based in Pretoria, provide assistance to IOM country offices in East and Horn of Africa on the PHAMESA Service Delivery and Capacity Building framework.
Undertake
capacity building and awareness raising activities on the PHAMESA SDCB
framework and approach within the region, for implementing the model, and for
publishing and evaluating the framework.
4) General

duty travel as necessary

V.
Education And Experience
- Completed
Master’s in Public Health, Epidemiology, or related science from an
accredited academic institution.
- At
least 3 years supervisory/management experience in programme/project
development in the area of health.
- Working
experience in liaising with national and international institutions a
must.
- Familiarity
with migration, health and HIV in Africa is an advantage.
