African Forest Forum (AFF) Senior Programme Officer Job in Nairobi Kenya


The African Forest Forum (AFF) is an association of individuals who share the pursuit and commitment to the sustainable management, use and conservation of the forest and tree resources of Africa for the betterment of the socio-economic wellbeing of its people and for the stability and improvement of its environment.
The purpose of AFF is to provide a platform and create an enabling environment for independent and objective analysis, advocacy and advice on all relevant policy and technical issues pertaining to achieving sustainable management, use and conservation of Africa’s forest and tree resources as part of efforts to reduce poverty, protect the environment and promote economic and social development.

About the position
The African Forest Forum is recruiting for the position of a Senior Programme Officer to be based at its headquarters in Nairobi, Kenya, or some other location, reporting directly to the Executive Secretary.

Duties and responsibilities
  • To coordinate and provide leadership in the development of priorities and implementation of activities on:
  1. Climate change as it relates to forest resources and livelihoods;
  2. The fuel-fibre-food nexus;
  3. Forest-water relations.
  • To articulate the interactions among the three items above.
  • To represent the AFF, on behalf of the Executive Secretary, on matters relating to the above duties, and on any other matters as directed by the Executive Secretary and the Governing Council of AFF.
  • To assist the Executive Secretary on any other duties and responsibilities (financial, administrative or technical) as may be directed.
Requirements
  • Master’s degree in forestry, environment, natural resources management or related area.
  • Minimum of 10 years of post masters experience
  • Minimum of 5 years of relevant post-PhD experience
  • Must have the capacity and demonstrated experience in leadership, management and forest science
  • Must  be a good team player
  • Excellent written and oral communication skills in English. Working knowledge of French or Portuguese will be an added advantage.

Job Purpose
The primary purpose of the position is to participate in and perform reviews and appraise financial, operating and administration policies, procedures, controls and records of CRS Kenya, CRS Kenya’s partners as assigned by the Compliance and Internal Controls Specialist.
The position assists the Compliance and Internal Controls Specialist in review and audit of CRS Kenya office programs and partners and to ensure the promotion of good stewardship of resources consistent with the purposes for which the funds were given.
Key Responsibilities and Accountabilities:
Compliance:
  • Participate in regular visits to CRS /Ke sub office in Dadaab and partners to review the financial performance and evaluate the internal controls of the partners.
  • Under the direction of the Compliance and Internal Controls Specialist, prepare reports on the findings and recommendations
  • Participate in meetings with staff and partners to share reports and recommendations
Internal Controls:
  • Participate in reviewing and appraising the systems of internal control policies, procedures and records in accordance with generally accepted accounting/auditing principals.
  • Participate in and Perform internal reviews and audits that are in compliance with the Institute of Internal Auditors Standards for the Professional Practice of Internal Auditing (SPPIA), the US Government Generally Accepted Auditing Standards for US Government Funding and CRS’ Financial Manual, Internal policies and procedures.
  • Prepare and maintain clear and concise work papers which clearly document and cross reference all evidential matter supporting findings and assertions.  Review findings for basis and adequacy of recommendations.
  • Inform Deputy Country Representative of progress and unusual findings and write reports on findings detailing recommendations made.
  • Discuss findings and recommendations with management and prepare regular reports on findings and recommendations.  Discuss reports with management prior to issuing such reports and follow up to determine the disposition of recommendations.
  • Track of responses and draft feedback to units/partners.
Other Responsibilities and Activities:
  • Conduct special reviews/investigations under the direction of the team leaders (CR, Deputy CR and Compliance and Internal Controls Specialist.)
  • Filing/tracking of documents in the unit
  • Facilitating retrieval and filling of documents sampled for review
Knowledge, Skills and Abilities Requirement
Knowledge
  • A Bachelors degree in relevant field with CPA (K).
  • Experience in finance or as an internal auditor in an NGO
Skills and Abilities
  • Knowledge on USG grants and other donor regulations.
  • Working knowledge of computerized accounting.
  • Must have good communication and interpersonal skills.
