Call for Consultancy to Conduct an Organizational Capacity Assessment for the “REalising maternal And Child Health rights in difficult environments (REACH)” Project – Mandera County, Kenya

Health Poverty Action (HPA), formerly Health Unlimited, works with some of the poorest and most marginalised communities in Africa, Asia and Latin America, often in very difficult environments. We work to enable these communities to achieve improvements to their health, promoting this as one of their fundamental human rights.
In May 2011 HPA received an award of a grant contract with the European Union to implement a cross-border MCH project covering Mandera County in Kenya and Dolo Ado District in Ethiopia.
The four-year project is entitled REalising maternal and Child Health rights in difficult environments (REACH) and will be implemented in close partnership with local NGO partners, most notably the Emergency Pastoralist Assistance Group (EPAG) in Kenya and the Pastoralist Concern (PC) in Ethiopia and the Ministry of Health on both sides of the border.
The overall objective of the project is: “Improved health outcomes for pastoralist mothers and children in Ethiopia and Kenya towards the achievement of MCH related Millennium Development Goals (MDGs)”
The aim of the proposed exercise will be to assess the organizational capacity of local partners through carrying out an in-depth assessment and providing clear direction for addressing the local partners’ organizational needs effectively.
The OCA, which will involve participation of both cross-border partners, EPAG and PC, will have the following components:
1) Assess and identify the strengths and weaknesses of the local partners in the areas of organizational development, and
2) Generate an Institutional Strengthening Plan (ISP) relevant to the target local partners and tailored to their specific organizational needs.
