RwandAir Materials Manager Job in Kigali

Reporting: The materials manager will report to the Director of Maintenance & Engineering:
 

Job Profile: The manager is responsible for the judicious management of company aircraft, parts,
materials, tooling, equipment and other assets, in compliance with regulatory and company requirements.

Key duties and responsibilities:

  • Be responsible for quality and quantity of aircraft spares, tools, GSE and other equipment used for aircraft maintenance;
  • Deliver serviceable aircraft/materials/components to the operation on time, in a cost effective manner and in compliance with legal and company requirements;
  • Manage the efficient procurement of materials and services required for the maintenance operation;
  • Perform complex investment in the field of spares, tools, GSE and equipment for RwandAir;
  • Respond positively to Quality non-conformance findings and ensure that any corrective action issued by Quality Manager is implemented in time and in proper manner;
  • Manage the inventory and ensure availability of spares to meet aircraft demands, whilst minimizing costs;
  • Establish and periodically review reorder levels and quantities for all spares, on the basis of Required Service Level, Forecast Demand and Lead Time; ensure timely replenishing of materials when the available quantity falls below reorder levels;
  • Supervise and manage all the clearing agents in charge of the clearing and forwarding of company spares/materials.
  • Monitor supplier performance.
  • Proper management of the entire stores system (i.e Bonded, Stores, Quarantine stores, Tools store, Tire store, Inflammable stores, etc) including control of stock levels by establishing stock re-order levels and management of shelf life control;
  • Ensure that before being inventorized and stored, all parts arriving go through the incoming stores to be inspected for condition or damage and compliance with the incoming documents, conformity to purchase order conditions and if satisfied, issued with the necessary documents.
  • Ensure that all aircraft materials, components, equipment, etc in stores are appropriately tagged at all times and component maintenance records are maintained.
  • Establish and maintain detailed working knowledge of all business systems, policies and procedures, including the regulatory requirements appropriate to the Airline technical supply chain and contracts administration function.
  • Ensures accurate records are kept for all purchasing and logistics activities and inventories in compliance with all industry and regulatory authority requirements.
  • Technical quotes evaluation, warranty administration and invoice reconciliation.
  • Regularly check environmental conditions (i.e. Temperature, Humidity, etc) under which materials are stocked in accordance with regulatory aeronautical parts storage standards and conditions.
  • Ensure computer systems proper administration, protection and updating;
  • Develop and maintain documented procedures to control assigned responsibilities and to ensure their implementation;
  • Control the administration, discipline, and efficiency of personnel in his department.
  • Select, train and develop subordinate staff to deliver to the high performance requirements of the technical supply chain function.
  • Manage the productive resources of labour, materials and facilities in an efficient manner taking into consideration Human Factor principles and aspects;

Qualifications, Skills and Experience Required
 

The Materials Manager shall possess the following qualifications/abilities:

  • Graduate in Material Management/Procurement or Stores/Logistics Management coupled with four years experience in purchasing/procurement/Stores of which two years must be in aviation related services particularly in aircraft parts procurement.
  • Three years or more of Airline Maintenance purchasing experience is added advantage.
  • Good understanding of Airworthiness Legislation and its application to Maintenance and parts traceability compliance.
  • Having been trained in aircraft parts management and procurement process
  • Knowledgeable of Public Institutions procurement regulations and procedures
  • Appreciation of Human Factors and able to implement Safety Management Systems
  • Good interpersonal relations and communication skills are fundamental to facilitate working relationships at all levels.
  • Ability to convert ideas into reality based on sound economic judgment.
  • Extensive knowledge of aircraft parts/materials management computer applications
  • Must be of high and impecable integrity.
