Consultancy to Undertake Consultancy Services for Water Towers
Conservation Management Fund
The Government of Kenya has established the National Water Towers Conservation Fund for the purpose of the restoration and conservation of the Water Towers. The Government intends to apply part of the budgeted funds for consultancy services. The objective of this consultancy is to undertake studies on resource mobilization.

consultants will carry out the required assignments as detailed here below:-
Consultancy
on Developing a Resource Mobilization Strategy for the National Water Towers
Conservation Fund
Scope
of work
In
general terms, the consultancy shall cover all aspects of resource
mobilization.
More
specifically, the following key activities are required to complete the
consultancy:
1.
Undertake a situation analysis for all the water towers. The consultant will be
required to accompany the Fund Committee during its visits to the five main
water towers, that will include meetings with relevant stakeholders;
2.
Consult policy-makers, users and managing institutions (environment, forestry,
water, lands, agriculture) on sustainable management of water towers;
3.
Identify potential donors, including development partners;
4.
Identify relevant international funding mechanisms, such as global funds;
5.
Compile a database of active partners in water towers conservation;
6.
Identify resource mobilization activities (including project proposals, payment
for environmental services schemes, events);
7.
Develop a strategy document and a one-year work plan for resource mobilization,
including for engaging private sector and development partners;
8.
As part of the implementation of the one-year work plan:
a.
Develop and assist submit project proposals to identified donors;
b.
Organize resource mobilization events. The logistical costs of these events
will be covered by the Fund;
c.
Prepare the necessary documents to make the case to the Government to invest in
the water towers.
The
Office of the Prime Minister now invites eligible Consultancy Firms to submit
and indicate their interest in providing the above consultancy services.
Interested consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignments, experience in similar conditions, availability of appropriate
skills among staff etc.)
The
information to be delivered shall prove:
i.
Appropriate experience and internal skills in identification/appraisal of
projects related to similar services.
ii.
Appropriate experiences and internal skills in the related fields.
iii.
Good knowledge of sector
A
consultant will be selected in accordance with the procurement procedures set
out in the Public Procurement and Disposal Act 2oo5 and Regulations 2006.
The
Office of the Prime Minister will prepare a short list of about six candidates
to be pre-selected on the basis of the Expressions of Interest received to whom
will send Request for Proposals to perform the intended assignments.

Expressions
of Interest must be enclosed in plain sealed envelopes marked with the
reference title and be deposited in the Tender Box provided at the Public
Entrance, Reception area or be sent to the address indicated here below, so as
to be received on or before 26th October 2012 at 10.00 a.m. East African Time.
