USAID Transition Initiatives for Stabilization (TIS) program

  • The Transition Initiatives for Stabilization (TIS) program is funded by USAID and responds to the complex crisis that has evolved in Somalia and Somaliland. 
  • The overall program goal is to mitigate conflict; to promote stability and community cohesion, and to strengthen citizens' relationships with government officials. 
  • TIS implements quick impact activities linked to longer-term stabilization goals.
    The TIS program is currently seeking a skilled, diplomatic, effective, and highly motivated Senior Infrastructure Engineer. 
  • As our senior engineer, you will work with local communities, civil society representatives, and the private sector and government officials across Somalia and Somaliland. 
  • Your goal will be to ensure that thousands of Somalis benefit from quality roads and structurally sound buildings, including schools, health clinics and community centers.

Qualifications and skills sought

  • A degree in civil engineering;
  • Minimum 5 years experience in designing and overseeing the construction of infrastructure projects;
  • Experience in managing construction contracts and conducting inspections for infrastructure projects;
  • A diplomatic communicator who can converse with a wide range of stakeholders, including private sector and civil society representatives and government officials;
  • Available to travel frequently throughout Somalia and Somaliland;
  • Experience facilitating meetings and providing information and training;
  • Fluency in written and oral English;
  • Knowledge and experience with USAID Environmental Compliance rules highly desired.
