The Homa Bay County Public Service Board wishes to recruit competent and qualified persons to fill the following positions as per the constitution of Kenya 2010 under article 176 and the County Government Act No.17 of 2012 section 45.

County Chief Officers

Ref: HCPSB/2013/01 

10 Posts
 
The Ten (10) posts will be for each of the following portfolios
 
1. Energy and Natural Resources
 
2. Water Services and Environment
 
3. Education and ICT
 
4. Trade, Industry and Investments
 
5. Tourism, Culture and Sports
 
6. Transport and Infrastructure
 
7. Health Services
 
8. Lands, Housing and Physical Planning
 
9. Finance and Economic Planning
 
10. Agriculture, Livestock Development and Fisheries
 
Duties and Responsibilities
 
The County Chief Officer shall be the authorized person in respect of exercise of delegated power and shall be responsible to the respective County Executive member for:-
  • The administration of a County Department
  • Oversee management of finances, preparation and submission of budget estimates, annual plans and programs.
  • Development and implementation of strategic sector plans and performance management.
  • Formulate and implement policies and plans that conform to county strategic plan and vision 2030.
  • Promote national values, principles of good Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
  • Performs any other duties that maybe assigned from time to time.
Requirements for appointment
  • Be a Kenyan Citizen.
  • Be a holder of a first degree in the relevant field from a university recognized in Kenya.
  • A Masters Degree will be an added advantage.
  • Have knowledge, experience and a distinguished career of not less than Ten (10) years in the specific area, five of which should be at managerial level.
  • Satisfy the requirements of Chapter Six of the Constitution.
  • Understand the diversity within the County.
  • Senior management course or strategic leadership programme will be an added advantage.
  • Have capacity to work under pressure and meet strict timelines.
Additional qualification for County Chief Officer in charge of Finance and Economic Planning:
  • Must be a CPA (K) holder.
  • Holder of a Masters degree in business administration, fi nance or economics.
  • Be in possession of extensive experience and training in public finance.
  • Demonstrate progressive advancement and increased responsibility over financial decision making process in public finance.
  • Must be conversant with computerized accounting packages.

Sub-County Administrators

Requirements for Appointment
  • Be a Kenyan citizen;
  • Be a holder of at least a first degree from a university recognized in Kenya;
  • Working experience of not less than ten (10) years in administration or management; and
  • Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
 
The sub-county administrator shall be responsible to the respective Chief Officer for:-
  • Coordinating the management and supervision of the general administrative functions;
  • Developing policies and plans;
  • Ensuring effective service delivery;
  • Coordinating developmental activities to empower the community;
  • Providing and maintaining infrastructure and facilities of public services;
  • Managing the Sub-County Public service;
  • Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services; and
  • Exercising any functions and powers delegated by the County Public Service Board.
Terms of Service: Permanent
 
Town Administrators

Requirements for Appointment
  • Be a Kenyan citizen;
  • Be a holder of at least a first degree from a university recognized in Kenya;
  • Working experience of not less than five years in administration or management either in the public or private sector; and
  • Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
 
The Town Administrator shall be answerable to the Town Committee. Duties and responsibilities will include:
  • Implementing the decisions and functions of the Committee;
  • Overseeing the affairs of the town;
  • Developing and adopting policies, plans, strategies and programmes;
  • Formulating and implementing an integrated development plan;
  • Maintaining a comprehensive database and information system of the administration and providing public access thereto upon payment of a nominal fee to be determined by the committee;
  • Ensuring preparation and submission of the town annual budget estimates to the relevant County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill;
  • Establish, implement and monitor performance management systems; and
  • Perform such other functions as may be delegated by the town committee.

Ward Administrators

Requirements for Appointment
  • Be a Kenyan citizen;
  • Be a holder of at least a first degree with 5 years working experience in administration / management or diploma with 7 years’ experience in supervision from a College or University recognized in Kenya;
  • Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
 
The Ward administrator shall be responsible to the Sub-County Administrator for the following:
  • Coordinating, managing and supervising the general administrative functions in the Ward unit;
  • Developing policies and plans;
  • Ensuring effective service delivery;
  • Coordinating developmental activities to empower the community;
  • Providing and maintaining infrastructure and facilities of public service;
  • Managing the Public service;
  • Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services;
  • Exercising any functions and powers delegated by the County Public Service Board.
Terms of Service: Permanent
 
Village Administrators

Requirements for Appointment
  • Be a Kenyan citizen;
  • A holder of at least a diploma with 5 years working experience or degree with 3 years working experience;
  • Have qualifications and knowledge in administration or supervision; and
  • Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
 
A village administrator shall be responsible to the relevant Ward administrator for:
  • Coordinating, managing and supervising the general administrative functions in the village;
  • Ensuring and coordinating the participation of the village unit in governance;
  • Assisting the village unit to develop the administrative capacity for the effective exercise of its functions and powers and participation in governance at the local level; and
  • Exercising any functions and powers delegated by the County Public Service Board.
