Background
UNDP Somalia Rule of Law and Security Programme (ROLS) is comprised of three main components that are programmatically and operationally linked. The project components are: access to justice , civilian policing, and community safety (DDR/AVR). The Community Safety (DDR/AVR) project in Somalia evolved from a previous DDR and small arms control project. It seeks to complement the institutional focus on the justice and security sector by fostering a partnership between the community and authorities for the provision of security. This partnership lies at the heart of security sector governance. Specifically, the project has helped establish a coherent peace-building infrastructure in the Somali region, connecting District Safety Committees under the District Councils with a national-level Peace-building Unit, and a neutral and non-political Somali Observatory of Conflict and Violence Prevention.
This infrastructure can now be used to implement various peace-building initiatives such as 'Engaging with Somali Youth at-Risk through Community Security.' The so-called 'Youth at-Risk' project is a joint initiative of UNDP, UNICEF and ILO which seeks to contain and prevent violent conflict by engaging youth at risk through the creation of employment and livelihood opportunities at the district level. A caseload of 2000 youth will be targeted in 2011, to be shared between three to five target districts where all three agencies are deployed. While the District Safety Committees are involved in the selection of the caseload and the follow up of the initiative, the Observatory will contribute to the peace-building curriculum and help monitor the impact of the initiative on indicators of violence.
UNDP's role is to identify youth engaged in armed activities, bring them into the programme, develop and implement a peace-building curriculum complementing ILO's support for vocational training, life skills based education and labour-intensive projects, and ensure the overall coordination of the programme. Particular care will be taken to tailor the peace-building curriculum to the profile of youth at-risk found in each target district. Importantly, UNDP will also develop an appropriate case management system to define criteria for continuous participation of individual youth in the programme, monitor attendance and compliance with these criteria, and offer a mentoring system for beneficiaries.
Duties and Responsibilities
Report on a comparative study on women and violence
:
Working closely with the research officer and data analyst of the Somali Observatory of Conflict and Violence Prevention, drafting a comparative study on women and violence should compile the following source of information and data:
- Statistical data gathered in 2010 as part of the Crime and Victimisation Survey (CVS) in Burao, Las Anod, Bossaso, Galkayo and Mogadishu.
- Qualitative information gathered from focus groups also in 2010.
- Where needed, additional interviews with key informants (individuals or agencies, both local and international).
- Desk review of previous gender assessments over the last 5 years.
The comparative study will take a closer look at the type of victimization examined in the CVS, including assault, homicide and sexual violence, analyzing regional differences. It will also explore in further details the causes and risk factors of violence against women , discussing in particular whether these also follow regional patterns. One section will examine gender perspective s on the justice and security sector, again drawing on CVS data and further qualitative data. Finally, recommendations will be included for police, justice, local authorities (at district and regional level), ministries, and the international community.
The final product will then be published by the Observatory of Conflict and Violence Prevention.

Detailed concept note for a training to be developed by a Somali Women NGO on gender based on key aspect and recommendation as identified in the report. The training is targeted to the District Council and the Community. Its main objectives will target the following:
- Strengthen the role of women in peace-building and prevent their actions supporting conflict.
- Raise awareness on women's rights and gender-based violence .
- For district authorities: introduce concrete tools and policies to prevent and reduce gender-based violence , such as
Women Safety Audits:
Update the gender strategy for the DDR/AVR project. In line with UNDP corporate policy and UNDP Somalia's gender strategy, update the gender strategy for the DDR/AVR project including a special component on women and violence/conflict as part of the next programme cycle.
Monitoring and Progress controls:
The consultants will work under the overall supervision of the DDR/AVR Project Manager. A work plan for the consultancy will be developed and agreed to no later than two days after the start of the assignment. Evaluation of the IC contract will be made against the benchmarks and deliverables set for the assignment of the consultant at the end of the contract duration.
Final products/deliverables:
- Report on a comparative study on women and violence. Endorsed and ready for printing (70 %).
- Detailed concept note for a training to be developed by a Somali Women NGO (20 %).
- Update the gender strategy for the DDR/AVR project including a special component on women and violence/conflict as part of the next programme cycle (10%).
Review/approval time:
The performance of the contractor will be reviewed on a monthly basis to approve outputs prior to authorization of payments.
Competencies
- Relevant research and published material an asset; Experience in Muslim world and in dealing with traditional legal systems an advantage
- Previous experience with UNDP or UN Women (ex-UNIFEM) preferred and good knowledge of UNDP rules and procedures is desirable
- Strong diplomatic skills in handling counterpart relations
- Knowledge of Somalia context is an asset.
Required Skills and Experience
Education:
- Master's Degree in Social Science, Gender or Women's Studies
Experience:
- Minimum of 5 years of progressively responsible professional experience in recovery and development, with special focus on addressing the promotion of gender equality and women's empowerment in crisis and post-conflict countries.
Language:
- Fluency in written and spoken English.
- Knowledge of Somali an asset.
