Job Title: Care and Treatment Technical Lead
Department / Project: Comprehensive HIV program (Chagua Maisha)
Supervisor: Senior Program Manager
Location / Duty Station: Kisii, with 50% travel to project sites

Job Summary
Reporting to the Senior Program Manager, the holder of the position will supervise partner managers in charge of HIV Care and Treatment, TB/HIV integration, provide leadership and oversight to these technical components of the program and ensure the program is implemented in an integrated and coherent manner with a view to achieving high quality results at service delivery points.

He/She will coordinate provision of technical advisory services and management support to MOH partners, sub partners and day to day mentorship and training to the program staff, program target service delivery points/sites as well as sub-partners.

He/She will provide analysis, guidance and inputs to work plan development and execution of implementation plans on ART, HIV care and TB/HIV and integrated program components.
Key performance indicators will include insitituionalization of minimimum package of ART, Palliative care and TB/HIV services at service delivery points/sites;  improved mentorship, realization of standards of care in ART, palliative care and TB/HIV; realization of performance targets including annual COP targets for the program as provided by CDC / GoK annually; delivery of an integrated and harmonized HIV prevention,care and treatment program and improved staff capacity in HIV care and treament at program level as well as at service delivery points.

Job Responsibility
1: Overall technical leadership in management of HIV care and treatment components of the program that will include ART, palliative care and TB/HIV Integration.
  • Provide technical leadership in management and coordination of adult and pediatric ART services, TB/HIV and palliative care in the program.
  • Oversee implementation of minimum package of care and treatment services (ART, palliative care and TB/HIV) at service delivery points through on site visits to assess status of care and treatment services and developing action plans to institutionalize minimum set of services.
  • Responsible for developing and overseeing implementation of Standard Operating Procedures (SOPs) for care and treatment (ART, palliative care and TB/HIV) while ensuring that processes for developing these are consultative among technical and program management staff and sub partners, within the program for participatory development of the same and also for learning.
  • Oversee implementation of Standards of Care (SoCs) for HIV care and treatment (ART, palliative care and TB/HIV) including target setting as well as follow on assessment with a focus on improving quality of care and treatment services.
  • Responsible for coordinating technical advisory services and harnessing technical advice from program technical team on programmatic areas including senior MOH technical staff and CDC staff.
  • Oversee knowledge and skills transfer on care and treatment to program staff, health care providers at service delivery points and sub-partner staff through Continuous Medical Education (CMEs), On Job Training (OJT), in-service training among others.
  • Oversee mentorship and support supervision for program staff on all aspects of HIV Care and Treatment and HIV/TB integration.
  • Provides program leadership in the development of technical orientation guides for program staff on care and treatment.
  • Forge strong relationships with MOH partners and structures, to facilitate development and or strengthening of health systems mechanisms that enhance access to HIV Care and Treatment, TB/HIV integration as well as support systems for integration of sexual and reproductive and maternal health services.
Responsibility 2: Effective coordination of care and treatment services ensuring effective links to PMTCT, PITC, other prevention and Cross cutting health promotion components of the comprehensive HIV program.
  • Provide supportive role to technical lead – PMTCT and other prevention in areas of integration of HIV clinical services in MCH to ensure provision of integrated HIV services to maximize on resources and impact of program interventions.
  • Provide supportive role to technical lead – Health Promotion and Community Development services to ensure community related care and treatment support services/interventions are appropriate and well supported.
  • Support implementation of appropriate networks i.e CD4, referral and DBS within service delivery points, between service delivery points and between community and facility to improve on efficiency of the networks in supporting harmonized and comprehensive program.
  • Guide the development and oversee implementation of care and treatment health promotion activities at community level, ensuring these are linked to holistic /comprehensive HIV services.
  • Provide leadership in identifying gaps in knowledge, guidelines and practice that could be supported through development of IEC materials and support development of BCC materials to ensure they are technically sound and adress care and treatment and TB / HIV supportive services for clients served by the program.
Responsibility 3: Program Planning, Monitoring, Evaluation and Reporting
  • Review indicators of HIV care and treatment, TB/HIV integration and related indicators and lead the team in developing mechanisms for performance improvement and periodic projection of expected performance.
  • Contribute to development of annual and quarterly program work plans on care and treatment components (ART, palliative care and TB/HIV) as well as on other cross cutting areas.
  • Take lead in execution of program’s work-plans in liaison with other technical leads, MOH partners, sub partners, as well as program management support staff.
  • Contribute to the development of the program M&E Plan and performance measurement framework in ensuring results and indicators on care and treatment are technically sound and achievable.
  • Support in development of relevant program collection and reporting tools relevant to program results and indicators.
  • Work closely with the M&E team in conducting quality assessment of care and treatment interventions at service delivery points.
  • Review and interrogate monthly care and treatment data to ensure it is technically sound and coherent and used to inform decision making on program interventions and strategies.
  • Identify underperforming care and treatment service delivery points as well as indicators and analyze underlying issues for underperformance, actions and follows through their implementation to improve performance.
  • Participates in trainings on M&E to contribute to strengthening data quality for care and treatment and TB/HIV.
  • Review M&E reports from sub grantees on a monthly basis and in accordance with contracts and develops a system for validation of information provided by partners.
  • Support the M&E manager in compilation of program narrative reports.
  • Supports mentorship of health care providers including HMIS staff to ensure complete and accurate recording of care and treatment data.
  • Supports facility and training needs assessments to inform facility improvement plans with regards to care and treatment.
  • Participates in supportive supervision, identifies gaps and leads program team to address these on a timely manner
Responsibility 4: Staff Management, Supervision and mentorship
  • Supervises program managers in sub partner organizations and supportive
  • Supervises program officers (clinicians) and indirectly, program officers (community development and HP activities)
  • Provides feedback for sub partner management on performance of program managers and clinical staff periodically and annually
  • Responsible for timely appraising staff annually and consistency provision of feedback on performance to staff during implementation.
  • Responsible of reviewing direct supervises Individual Operating Plans and providing support during implementation of services.
  • Mentorship of all program staff and facility based staff in areas of HIV care and treatment.
  • Ensure performance management is at core of management of technical aspects of the program and that staff are clear of performance standards and their use in evaluating their performance
  • Provide and encourage mentoring, coaching, team building and training opportunities, talent management, at all levels of the program.
  • In a timely manner notify the human resource department and CAREs management on any staff concerns related to conduct, performance, and/or disciplinary issues while ensuring that policies and procedures are adhered to.
  • Creates an Environment of Team Spirit and Cohesion among CARE and partner staff involved in implementation and management of program components of the HIV comprehensive program
Responsibility 5: Liaison and Representation and Networking within CARE and in various stakeholder forums
  • Member of the program leadership team
  • Represent the program in working groups on care and treatment (ART, palliative care and TB/HIV) at the provincial and district level.
  • Coordinates with SPM and attends stakeholder coordination meetings and related HIV care and treatment forums at national, provincial and district level.
  • Establish good working relationships and coordinate with other stakeholders including the CDC partners, health stakeholders, provincial administration, other PEPFAR program partners and technical departments and ministries and other players; to facilitate smooth program implementation.
  • Coordinate and host delegations to the program including CI partners, CDC or its agents, the CIK, and facilitate the realization of the objectives of such missions/delegations.
Academic and Professional qualification
  • Medical Doctor (MBcHB) accompanied with relevant training in HIV.
  • At least five years of work experience in HIV and AIDS programs. Experience in managing PEPFAR programs in this field will be an added advantage.
  • Ability to prioritize work according to importance and deadlines.
  • Ability to communicate effectively both orally and in writing, as well as be able to work effectively and efficiently as part of a team.
  • Excellent inter-personal, people management, supervision and facilitation skills.
