CDD TORs for Consultant

1. Background
Center for study and practice of Direct Democracy (CDD) was established in 2004 and has been running a project known as The Youth Assembly.
The main objective of CDD is to provide a platform for citizen participation in social, political, economic and cultural issues affecting their lives and as such influence the decision making processes. The centre has carried out projects in all the provinces of Kenya since its inception.
CDD has three main program areas:
  • Women: targeting women in general
  • Youth: targeting young people of both genders, aged between 18-35 years of age
  • Mainstream public; targeting the general public as it is
CDD is seeking to establish discussion platforms in selected institutions of higher learning. The objectives of the project  are :
  • To provide an alternative voice to university students to reinforce their power to demand for and produce good leaders.
  • To challenge university students for their lax role in contributing to the governance and politics of the day.
  • To create a sustainable platform for students to advocate for good leadership and possibly use the platform as a launch pad for alternative leaders amongst the university fraternity.
2. Purpose of Consultancy
The purpose of the consultancy is to provide technical expertise on these forums as well as enhance the structural and organization capacity of CDD to hold the various project activities.
Consultant task list
A) conduct a pre-assessment 2 weeks prior to the start of the forums- that will seek to
  • Gauge the understanding of students on leadership, governance and politics in general. Gauge their understanding on chapter six and seven of the constitution.
  • Identify the challenges that students face that inhibit their active participation in topical issues both within and without the institution.
  • Identify the structure of student organizations and recommend what will be relevant to use at each particular forum.
  • Identify challenges that may impede sustainability of these platforms beyond the funding period.
  • Identify issues to be discussed in the forums
The information garnered will aid and shape the debate
B) Troubleshoot and advise on issues that may affect activity development.
C) Develop relevant tools to be administered in the forums
D) Attend forums and Conduct post assessment survey that will inform on the:
  • Effects of the forums
  • Success stories of the forums
  • Challenges and lessons learnt
  • Recommendations and way forward.
3. Consultancy Deliverables
  • A strategy on how one intends  to conduct the survey
  • Pre assessment reports highlighting: Issues and  challenges revolving around leadership, governance and active participation
  • Post assessment reports analyzing the effects of the forums based on the findings of the pre-assessment reports and the project objectives
  • Evaluation report highlighting the success of the project, the challenges and recommendations on how to improve the project in future.
4. Time frames for completion and duration of consultancy
The consultant will be engaged for fourteen (14) days and is expected to provide deliverables as the project progresses and within the stipulated time period.
The consultant will be paid for the fourteen days engaged subject to providing the deliverables as requested. This excludes pre-planning, planning and evaluation meetings which will not be remunerated.
5.  Reporting
For the duration of the consultancy, the consultant will report progress and obstacles to the CDD project staff within the stipulated time. This includes pre assessment reports, post assessment reports and evaluation reports.
6. Qualifications and professional experience
Qualifications:
Degree in social sciences or Post graduate qualification in evaluation or in the social sciences field
Professional experience
  • Experience in conducting research and survey
  • Experience in participating as an M&E specialist consultant
  • Relevant experience dealing with youth issues
  • Excellent communication skills including ability to write and present technical reports;
  • Proficient in MS. Office. Demonstrable competency in Microsoft Excel, SPSS, STATA and other software for analysis.
  • Ability to effectively relate to the needs of the program staff, as required
  • Must be fluent in English
