DFID Somalia’s Governance and Peace-building Strategy aims to promote conflict reduction, increased stability and growth in Somalia.
As
part of this strategy, the Somalia Stability Fund (SSF) is a three year
joint-donor funded programme, with pooled funds from the UK, Netherlands,
Denmark, Norway and the United Arab Emirates.
SSF
will contribute towards a better-governed and more stable Somalia with a
flexible response to community level needs, expanding areas of stability to
allow entry for sectoral service delivery support.
To
provide the conditions necessary to achieve the Outcome of a greater number of
areas of stability [in Somalia] programme expects to achieve the following
deliverables:
Development
projects led and implemented by communities to meet their immediate needs
(Output 1);
Greater
number of communities are safe and more secure(Output 2);
Legitimate
and representative local administrations established (Output 3); and
Greater
number of inclusive local & regional peace agreements contributing to zonal
and national peace (Output 4).
We
are seeking qualified candidates for the following roles (Please ensure that

1. Regional Specialists
1. Regional Specialists
Indicative
responsibilities:
- Serve
as Programme Advisors with expertise and knowledge of specific regions –
Somaliland, Puntland or South Central.
- Lead
engagement with fund recipients in respective regions, including
proactively identify potential grantees and grants that are appropriate to
respond to overall program goals.
- Act
as main interlocutor between government and community interests in the
designated area of responsibility.
- Develop,
coordinate and implement methodologies for engaging government entities
and local communities in consultative processes for project identification
and implementation.
- Build
relationships with relevant actors in designated region (Somaliland,
Puntland and South Central)
- Identify
field co-ordinators at the regional and district level to oversee
implementation of grants activities.
- Ensure
that relevant local government authority or authorities and communities
are brought together for transparent consultative processes throughout a
grant cycle.
Experience
required:
- Detailed
knowledge of Somali culture, awareness of the operating environment,
highly developed collaboration and networking skills, and the exercise of
discretion, judgment, and personal responsibility.
- Personal
history/ origins from designated region, including strong existing
networks and respect through which to operate
- First
hand understanding of political, cultural and social sensitivities and
ability to navigate and inform them for the programme’s purpose.
- Ability
to travel and work in Somalia, with a proven contact base and a strong
understanding of Somali politics, culture and clan dynamics.
- Experience
of applying conflict sensitive approaches and do-no-harm principles on the
ground.
- Experience
of working cross-sector, bringing together political, security and
development issues.
- Experience
of working in Somalia
- Excellent
communication skills, including strong presentation and facilitation
skills
- English
fluency required, and Somali language fluency preferred
2. Technical Experts in the areas of:
- Livelihoods
and Wealth Creation
- Local/
Community Security
- Governance
- Peace-building
Indicative
responsibilities:
- Responsible
for working with Regional Specialist (above), Somali partners, and the
program unit in Nairobi and Somalia to develop and identify programme
interventions and grant concepts.
- Advise
on overall strategy for delivering specific SSF Output.
- Together
with partner institutions and the Regional Programme Managers, identify
potential grantees for the design and development of grants.
- Provide
technical assistance to grantees as required, or arrange technical
assistance from STTA pool and other sources as required.
- Responsible
for evaluating grants within their respective Output throughout
implementation and once the grant activities are closed out.
- Undertake
regular travel to the districts in order to identify, develop and/or
support programming opportunities.
- Provide
program management with ongoing assessment and anticipation of political
events, including potential impacts and outcomes of SSF community grants.
Experience
required:

3. Strategic Communications and Knowledge Management
Indicative
responsibilities:
- Develop
and maintain an SSF website ensuring that relevant project documentation
is mae publicly available
- Responsibility
for overall strategic direction for communications and knowledge
management strategy
- Identify
and build relationships with relevant key advocates, groups and networks,
and governments to promote and participate in the programme
- Design
and implementation of communications strategy
- Generate
interest across the public and private sector that generate support for
the programme and its work, with a particular focus on raising awareness
of programme
Experience
required:
- Minimum
of 6 years’ progressively responsible experience in communications and
marketing at both the global and grass roots level
- Experience
in social media and digital communications
- Experience
managing relationships with individuals and groups from varied
socio-political contexts
- Experience
working with DFID, USAID and/or other large international donors, and
strong understanding of donor requirements preferred
- Excellent
communication and interpersonal skills, including strong presentation and
facilitation skills
- English
fluency required, and Somali language fluency preferred
Location:
Nairobi,
Kenya with regular travel to Somalia
