Consultant (s) for Conducting a Project Evaluation for the National
Taxpayers Association’s Project to Improve Public Accountability and Service
Delivery in Public Primary Schools

The
National Taxpayers Association (NTA) wishes to recruit a consultant(s) who will
be responsible for conducting a project evaluation of the Improving Public
Accountability and Service Delivery in Public Primary Schools funded by The
William and Flora Hewlett Foundation. NTA is a national, independent,
nonpartisan organization focused on promoting good governance in Kenya.
NTA
has been implementing a one year education initiative on enhancing governance
and accountability in delivery of education services in Kenya and is planning
to conduct a project evaluation for this project.
The
overall object of the evaluation is to establish relevance, appropriateness,
effectiveness, efficiency and impact of this project which was meant to
contribute to improved quality of education in Kenya.
Under the scope of this assignment, the consultant (s) is required to:
- Assess
the programme implementation and impact so far with a focus on
demonstrating results.
- Provide
an analysis of accountability and value for money with respect to the use
of funds.
- Analyse
the risks associated with the implementation of the programme.
- Draw
key lessons learnt, the possibilities of replication, and comment on
continuous learning processes.
- Advise
on any needed changes to improve implementation.
The
evaluation, which is expected to take three weeks, should be finalized by 22nd
March 2013.
The
consultant(s) should suggest a sound methodology of the evaluation process and
the data collection tools.
