DFID
Somalia’s Governance and Peace-building Strategy aims to promote conflict
reduction, increased stability and growth in Somalia.
As
part of this strategy, the Somalia Stability Fund (SSF) is a three year
joint-donor funded programme, with pooled funds from the UK, Netherlands,
Denmark, Norway and the United Arab Emirates.
SSF
will contribute towards a better-governed and more stable Somalia with a
flexible response to community level needs, expanding areas of stability to
allow entry for sectoral service delivery support.
To
provide the conditions necessary to achieve the Outcome of a greater number of
areas of stability [in Somalia] programme expects to achieve the following
deliverables:
Development
projects led and implemented by communities to meet their immediate needs
(Output 1);
Greater
number of communities are safe and more secure(Output 2);
Legitimate
and representative local administrations established (Output 3); and
Greater
number of inclusive local & regional peace agreements contributing to zonal
and national peace (Output 4).

Finance Manager
Indicative
responsibilities:

Experience
required:
- Minimum
5 years experience of financial management on complex development
programmes, operating in multiple currencies.
- Qualified
accountant.
Book Keeper / Finance Administrator
Indicative
responsibilities:
- Cash
Management

calculation and disbursal
- Approving
and distributing travel advances
- Financial
reporting in line with donor and project requirements
Experience
required:
- Previous
relevant experience on donor funded programmes
Logisitics Manager
Indicative
responsibilities:
- Support
in operational set-up of Nairobi Office Base
- Provide
support to all staff members (LT and ST) teams on field trips ensuring
field level arrangements are made to include flight reservations,
accommodation and communications.
- Coordinate
and arrange flights and overland transport for all staff
- Support
the Procurement team with logistical support for delivery of goods and
services to grantees.
- Mentor,
train and develop the skills of the field teams, as appropriate.
- Extensive
travel throughout Somalia is mandatory
Experience
required:
- Detailed
knowledge of Somali culture, awareness of the operating environment,
highly developed collaboration and networking skills, and the exercise of
discretion, judgment, and personal responsibility.
- University
degree in Business Administration or appropriate field
- Five
year’s experience working in a complex and challenging field environment,
including experience working with security agencies and clearance
requirements.
- Experience
in logistics and coordination with travel agencies, hotels, event venues
and organizers, visa services and customs clearing agents.
- Demonstrated
expertise working within the Somali context.
- English
and Somali language fluency required.
Security Manager
Indicative
responsibilities:
- Implement
and maintain DAI’s security strategy, policies, plans and procedures
- Conduct
Security Risk assessments of travel routes, project offices and residences
/ hotels
- Forecast
risk events and pre-emptive mitigations
- Implement
a travel management and risk monitor plan
- Gather
security information and establish an international and local network for
information
- Provide
management training on security awareness and crisis management and instil
a culture of security among project staff
- Provide
security briefings to the Team ’s and all project staff
- Provide
DAI staff-orientation briefings for all incoming staff and / or
periodic/situational briefings when requested.
Experience
required:
- Knowledge
of Somali culture, awareness of the operating environment, highly

- Demonstrated
experience in security management in a high risk environment
- Demonstrated
understanding of the role of a security manager in the context of
development work
- Proven

experience working with an international development organisation,
international assistance organisation, or international NGO
- Educated
either in security risk management practitioner level or related degree
- Demonstrated
expertise working within the Somali context.
- English
and Somali language fluency required.
IT Specialist
Indicative
responsibilities:
- Responsibility
for maintenance and administration of office’s IT equipment
- programme
IT systems and networks
- Troubleshooting
issues for staff and programme
- Providing
user support to corporate and project staff;
- IT
training to programme staff , where necessary
Experience
required:
- PC
and Server support experience;
- Knowledge
of Windows Server & Windows Client operating systems;
- Knowledge
of Windows network services: AD, DNS, DHCP, Print and file sharing;
- Experience
or basic knowledge of Lotus Notes Client Administration, and replication
within a WAN;
- Knowledge
of backup and restore services;
- Physical
and logical LAN and WAN infrastructure principles;
- Communication
equipment and VPN services.
- Good
knowledge of English language (written and spoken);
- Team
player and good communication skills;
- Proactive
in solving issues.
HR Co-ordinator / Administrative Assistant
Indicative
responsibilities:
- Oversee
all the office Administration duties as needed.
- Supervise
the Office cleaner, Cook and the Security Guards.
- Assist
with all Human Resource management and manage a copy of all HR files
- Designs
and maintains program operations filing system.
- Assists
with the identification of and negotiation with local vendors and other
procurement related tasks as needed.
- Books
and confirms all air tickets, hotel reservations and other travel
arrangements
- Arranges
and schedules meetings for program staff
Experience
required:
- Degree
or Higher Diploma in Administration or Human Resources or any other
relevant field.
- IT
competency
- Excellent
verbal and written communication skills in write English and Somali
(preferred)
- At
least 3 years’ experience in a similar position with strong references
- Working
knowledge in using Microsoft office required.
- Honesty,
confidentiality and integrity required.
