Summary: The Program Manager will oversee the implementation of multiple donor-funded projects in the sectors of livelihoods and economic recovery, water and sanitation as well as health.
Successful candidates must be able and willing to build in-country operational and management systems, rather than simply working within existing systems.Candidates must be able to work in an austere environment and have the capacity and experience to effectively build and develop the project team.
Essential Duties and Responsibilities:
- Strategic direction and overall supervision and successful implementation of the programs
- Development of work plans and budget management according to project outputs and results
- Manage multiple teams to complete program goals on time and on budget
- Development and maintenance of strategic relationships with local partners and in-country donor representatives
- Ensure sound administrative practices with regards to record keeping, compliance with donor regulations, communications, etc
- Build and refine effective in-country operational and management systems and build the capacity of local staff
- Fulfill all donor reporting requirements
- Maintenance of regular and effective communication with both field staff and HQ through both verbal and written correspondence
- Frequent local travel to project sites
- Able to work and manage effectively in a hardship post
Qualifications:
- University Degree required, Master’s level preferred in Business Administration, International Development, Community Development or related discipline
- 5 years project management experience in international development or relief programming
- Strong management skills, including experience managing a mix of local and international staff, and experience overseeing project implementation, finances, human resources, and logistics
- Experience with U.S. donors strongly desired
- Experience with Cash for Work (CFW) programming, particularly in insecure contexts
- Demonstrated experience in coalition building/local partnership and relationship development
- Knowledge of, and experience in South Sudan desirable
- English proficiency is required
