Terms of Reference

Development of a comprehensive Project Proposal for a NEPAD Kenya Youth - Led Agricultural Project

 
1.0 Background
NEPAD is a policy framework for articulating the vision of ‘African Renewal’ of indigenously driven, sustainable and equitable socio economic development to guide the continent’s transformation. 

The primary objectives of NEPAD are: 

(i) To eradicate poverty; 

(ii) To place African countries, both individually and collectively, on a path of sustainable growth and development; 

(iii) To halt the marginalization of Africa in the globalization process; 

(iv) To accelerate the empowerment of women and 

(v) To fully integrate Africa into the global economy. 

To realize these objectives, NEPAD manages a number of programs and projects in six thematic areas namely; Agriculture and Food Security; Climate Change and National Resource Management; Regional Integration and Infrastructure; Human Development; Economic and Corporate Governance; Cross-cutting Issues, including Gender, Capacity Development and ICT.
The NEPAD Kenya Secretariat was established in 2002 through Gazette Notice No. 6225 to serve as an operational coordinating secretariat for the implementation of the NEPAD priority programmes in the Eastern Africa region.

NEPAD flagship programmes/projects that are on-going in the country include the NEPAD E-schools, Comprehensive Africa Agricultural Development Programme (CAADP) and various infrastructural projects. 

NEPAD's agricultural programme (CAADP) is supposed to guide African countries in the exploitation of recent economic growth in order to achieve the targeted agricultural results as set out in CAADP.
The NEPAD Kenya Secretariat intends to design and implement a Youth Led Agricultural Project to be carried out in selected parts of the country. 

The proposed Project is aimed at both providing employment for the youth and at the same time reducing poverty. 

The Secretariat envisages a vibrant and unique programme for involving the youth in agricultural based enterprises. 

Taking the opportunity of available labour of which youths are the majority, enormous natural resources in terms of land, the Youth Led Agricultural Project could potentially drive an economic and social revival among these energetic but otherwise socially depressed part of Kenya’s population

2.0 Objectives of the Consultancy

The overall objective of this consultancy is to develop a comprehensive project proposal for a NEPAD youth led agricultural Project in Kenya. 

The project document should clearly indicate the overall goal, objectives and rationale of the project, major activities to be undertaken and their timelines, project implementation arrangements, human resource requirements, projects M & E framework and the project budget.
3.0 Specific Objectives
More specifically the consultancy will undertake the following in the development of the project proposal for the Youth Led Agricultural Project in Kenya.
  • Review the Kenyan policy landscape for agriculture to understand the agricultural sector in Kenya focusing on the following:
  1. Policy and legislative environment of the agriculture sector
  2. Implementation status of Government agricultural strategies and plans focusing on youth outlined in the policy frameworks
  3. Agriculture sector programming and priorities of the non-profit organizations(NGOs, CBOs, FBOs) and the private sector
  4. Determining gaps and opportunities where a Youth Led Agricultural Project can focus on.
  • Develop a comprehensive implementation strategy for the NEPAD Kenya Youth Led Agricultural Project. 
The strategy should include a holistic outline covering the entire project implementation cycle including the Logical Framework Approach.
  • Determine and develop for the NEPAD-Kenya Secretariat the optimal engagement strategy it should take in the Youth Led Agricultural Project. 
The consultant carrying out institutional mapping to identify opportunities for funding in this initiative and also possible institutions to partner with in the implementation of the youth led agricultural project.
  1. The institutional mapping should show a summary of donors and programs with funding in youth focused agricultural programmes that NEPAD-Kenya can target for project financing.
  2.  It should also show institutions NEPAD-Kenya can target in creation of partnerships in the implementation of the youth led Project
  • Develop an in built M & E framework for tracking implementation of the project
4.0 Key Deliverables
  • Facilitate stakeholder consultations on the proposed Youth Led Agricultural Project. Input from these consultations will be incorporated into the project document.
  • Briefing note highlighting appropriate strategies for youth involvement at policy conceptualization and development, appropriate strategies for youth involvement in specific tailor-made opportunities within agriculture, strategic investment points cycle that NEPAD-Kenya should focus on for the implementation of the youth led agricultural project, possible institutions to partner with in the implementation of the youth led agricultural project.
  • Draft project document that clearly indicate the Project goal(s) and objectives, expected results framework; annual work plans; scope, roles and responsibilities; reporting arrangements; monitoring and evaluation plan; project budget and work plan with clear timelines
  • Presentation of draft project document proposal to NEPAD Secretariat for review
  • Final project document.
5. 0 Methodology
To develop the project document, the consultant will undertake the following activities:
Review existing and relevant documents [providing a list of literature cited (including internet resources)].
Undertake consultations with NEPAD Kenya Secretariat, Government agencies, development partners, private sector and other relevant key informants.
6. 0 Consultants Reporting Responsibilities
The consultants will report to the CEO of NEPAD in performance of this task.
The Secretariat shall also arrange for stakeholder consultation. Office space will be availed at the Secretariat if required

7.0 Duration of the Consultancy and Timeframe for Key Deliverables
The proposed duration of the consultancy is 30 working days beginning from 31st August 2012. 

The consultant shall present an acceptable draft to the NEPAD Secretariat within 21 days. 

The final document shall be completed within one week after presentation of the draft taking into consideration comments from the Secretariat and other relevant stakeholders
8.0 Required Consultant Qualifications
  • Proven experience working on consultancies focused on agriculture, rural development or related fields
  • Familiarity and experience with youth focused programmes
  • Familiarity and experience with results frameworks
  • Familiarity and experience with agricultural value chain stakeholders in Africa
  • At least a Masters Degree, PhD preferred, in Agriculture related field/ Rural development field/ Relevant social science like Development Studies/Economics
9.0 Application Procedure
The technical proposal should detail the following:
i. Synopsis of capabilities to undertake the proposal
ii. Proof of experience in undertaking similar assignments
iii. Technical proposal detailing methodology for developing proposal
iv. Financial proposal detailing the proposed cost for undertaking the assignment
v. Curriculum Vitae
Your offer comprising of a technical proposal and a financial proposal, in separate sealed envelopes (each clearly marked), should reach the following address no later than Friday, 24th August 2012 at 12.00 Noon.
