The
Resettlement Support Center (RSC) Africa operates a US refugee resettlement
program in sub-Saharan Africa through a Cooperative Agreement with the Department
of State/Bureau of Population, Refugees and Migration.
RSC
Africa is responsible for the preparation of refugee case files for
adjudication by US Citizenship and Immigration Services (USCIS) officers, as
well as the out-processing and cultural orientation of all approved
cases.
RSC
Africa is administered by the Church World Service Immigration Refugee Program
(CWS/IRP) and is based in Nairobi, Kenya.
RSC
Africa seeks qualified applicants for the Procurement Supervisor position.
Position
Description:
This
position is primarily responsible for coordinating and overseeing all the
procurement needs of RSC Africa while ensuring strict adherence to the RSC
Cooperative Agreement and relevant OMB circulars.
This
position reports directly to the General Services Manager and directly
supervises two Travel Logistics Officers and two Procurement Assistants.
The
position works very closely with other key positions with the RSC Admin
Department.
Primary
Responsibilities:
- Oversee
all procurement activities and ensure strict compliance with RSC SOPs and
Cooperative Agreement
- Determines
the reorder level of all stores supplies and ensures there are no stock
outs.
- Monitors
travel arrangements and bookings
- Analyses
and ranks quotations and bids received, and makes recommendations for the
most suitable suppliers
- Conducts
regular market surveys to determine the best price for quality goods and
services
- Adheres
to the RSC purchasing procedures and to the RSC Cooperative Agreement
- Ensures
the smooth flow of procurement documents between sections
- Captures
purchasing data in Microsoft Dynamics GP
- Assists
the General Services Manager in regularly updating the purchasing
procedures to ensure best practices and standards in all procurement
processes
Position
Requirements:
- Bachelor’s
degree in business or 3 years relevant experience, or Diploma in CIPS or 5
years of relevant experience
- At
least 2 years’ experience in an organization that adheres to US Government
OMB circulars
- Experience
with Microsoft Dynamics GP strongly desired
- Knowledge
of RSC Africa travel procedures strongly desired
- Demonstrated
computer skills, especially Microsoft Excel;
- Demonstrated
integrity, accountability, and transparency in all previous employment
- Demonstrated
written and verbal English skills and overall strong communication skills
- Demonstrated
organizational and time management skills
- Ability
to work as a member of a team in a multi-cultural environment
- Ability
to work independently and contribute to overall operations
- Ability
to manage a large and diverse workload under pressure with competing
priorities
- Ability
to maintain high performance standards with attention to detail
- Ability
to follow instructions from the Supervisor with a positive and receptive

best interests of RSC Africa and Church World Service

to contribute to the US Government and RSC Operational Refugee Processing
