Cashew Nut Senior Purchasing Officer Job Vacancy in Kilifi Kenya

Background: Equatorial Nut Processors is one of the leading edible nut concerns in East Africa. The company’s range of products, for both local and export markets, focuses on three principal nuts – Macadamia, Cashew and Peanuts. 

ENP was founded in 1994, and it has grown over the years to occupy a prominent position in the region’s nut sector. 

Cashew Nuts are grown in Coastal region of Kenya, specifically Kilifi, Kwale and Lamu counties. Kenya has a potential to produce more than 63,000 metric tonnes valued at Sh2 billion. 

However, farmers at the Kenyan coast have neglected tending their cashew trees due to what they consider “exploitation” by middlemen and low productivity of the old orchards due to lack of linkage to markets, input suppliers and financial services to pre-finance production. Farmers therefore are shifting focus to other crops yellow passion fruit, cassava and chillies.

Production of cashew dropped from 8,000MT in 2009/2010 to 5,300MT in 2011/2012 and to 3,800MT as the lowest production in 2013. 

The Cashew Nut sector in Kenya faces the key challenge of low producer (farm gate) prices which has seen farmers cut down some of their trees.  

There have been attempts to return the sector to productivity with the government introducing a policy that banned export of in-shell nuts to promote value addition through processing in the year 2009. 

The few nuts available are shared between Equatorial Nut Processors Ltd, Wonder Nut, Kenya Nut, Jungle Nut and Millenium. 

On average each processor would currently get 760MT but ENP got only 600MT in 2013/2014 season. This is despite the fact that the factory has a capacity of 3000MT.

 Job Context

Title: Senior Purchasing Officer (SPO)
 
Reports to: Senior Procurement Manager & Programmes Manager
 
Based at: Kilifi.

Overall Purpose: To ensure ENP gets enough cashew nuts during the buying season at the coast covering Kwale, Kilifi and Lamu Counties.

Main Job Objectives
  • To support the process of registering and organizing cashew farmers.
  • To link farmers to key service providers (training, finance, insurance, TSPs etc)
  • Coordinating purchasing, drying and delivery of cashew nuts
Main Activities/Key tasks
  • To develop annual work plans and prepare budgets for cashew field teams
  • To manage the cashew field officers’ activities
  • To train the cashew field officers and agents
  • To regularly produce project reports and forward the same to the Programmes Manager
  • To train the cashew suppliers/farmers through 3rd party actors like input suppliers and agents
  • To foster relevant stakeholder linkages
  • To proactively engage relevant stakeholders helpful in achieving the cashew goals and vision.
  • To coordinate purchase/supply of cashew nuts
  • To ensure that all cashew nuts from our farmers is timely delivered to our factory
  • Produce case studies when requested to do so by the Programmes Manager.
  • To develop and annually update a procurement policy document
  • To ensure that the procurement policy is followed by the field staff and agents
  • To carry out any other duties related to this assignment as may be directed from time to time by the Programmes Manager.

Qualifications and skills sought
  • University degree level or equivalent in Business Administration, Bachelor of Commerce, Logistics/Procurement and Supply Chain Management or any other appropriate field.
  • Minimum four (4) years relevant experience in a similar position, with specific focus on local/international procurement, clearing & forwarding, VAT exemption processes, Kenyan/Somalia laws and regulations, fleet management, insurance and inventory/stock/supplies management, development and control.

1. This request for Expression of Interest follows the General Procurement Notice (GPN) for the Kenya 1FPPP project that appeared ¡n United Nation Development Business No. WB3876-07/13 of July 2013.

The Government of Kenya (G0K) has received financing from the World Bank towards the cost of the Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. 

It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for provision of public relations services to develop & implement a communication strategy for the PPP Unit & on Toll roads in Kenya to be implemented for a period of twenty four (24) months with three months’ probation period.

2. Objective of the Assignment
: The main objective of the consultancy is to Develop and Implement Communications Strategies for the Public Private Partnerships Unit (PPP Unit) and for Toll Roads in Kenya.

3. Scope of the Work

 
The assignment shall be conducted by an eligible consulting firm / consortium that shall be expected to cover the following scope of work:
  • Develop and Implement Communications Strategies for the PPPU AND for Toll Roads in Kenya.
  • Conduct awareness campaigns in all relevant platforms to raise PPP awareness in the country among all key stakeholders to the PPP process.
  • Branding: Revise and Re-invigorate the PPP Unit Corporate Identity including its application and championing.
  • Design and produce communication and awareness material such as brochures, fliers, bill boards, adverts, etc.
  • Implement a robust media management strategy
  • Execute Public strategies designed to champion the mandate of the PPP Unit.
  • Provide market research necessary for identifying audiences, issues critical to different groups.
  • Manage / Organize PPP Unit events meant to raise awareness and highlight the role of the PPP Unit as well as benefits and scope of the Kenya PPP program.
  • Offer photography and video services.
  • Perform any other public relations, media or awareness role for the PPP Unit that may be assigned.
4. The National Treasury (the Client), through its Project Implementation Unit (PLU), now invites eligible consulting firms to express their interest in providing this service. 

Interested consulting firms/consortia should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are: 
  • a minimum of 10 years of professional
  • experience in developing and implementing successful Public Relations/Communications Strategies,
  • at least 5 of which must be in Kenya, adequate size, structure, staffing, facilities and financial capacity
  • to competently provide the services, minimum annual revenue of Ksh. 100 million, requisite technical and professional expertise reflected in the qualifications and experience of the staff who will handle this assignment.
  • Experience in developing PR/communication strategies for large infrastructure projects in Sub-Saharan Africa especially campaigns for a toll road (payment for use of a public infrastructure) will be an added advantage. 
  • The firm should provide at least three (3) references of similar assignments conducted.
5. The attention of interested consulting firms/consortia is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

6. Individual Consultants within consortia may associate with other firms in the form of a joint venture or a sub- consultancy to enhance their qualifications.
 
7. The firm / consortium will be selected in accordance with Quality and Cost Based Selection method set out in the Consultants Guidelines.

The legal assistants will report to the Head of Legal Department and will assist in the management and co-ordination of legal matters relating to the County.

Duties and responsibilities:
  • Providing legal advice to the county government;

Job Description

Responsibilities:

  • Processing documents, payments and claims through KPA for both import and export cargo ;
  • Lodging and follow up of delivery and shipping orders with shipping lines;
  • Loading of both import and export cargo at the port;
  • Follow up of letters written to the customs authorities;
  • Lodging and follow up with customs both import and export files at the port;
  • Ensure timely cancellations of bond entries with customs at the port;
Minimum Requirements:
  • Diploma in shipping/clearing and forwarding;
  • Conversant with KRA-Simba sytem;
