Protocol Officer - Job Group P (1 Post)

Terms of Service:
 Contract

Requirements for appointment
  • Be a Kenyan citizen,
  • Be a holder of a First Degree in Public Administration, Political Sciences or any social sciences.
  • Have working experience of not less than 5 years, preferably in Administration or Public Relations.
  • Excellent interpersonal communication skills and be a team player
  • Be computer literate with a fair background in financial management and accounting procedures

Duties and responsibilities

  • Manage and supervise all office functions, in the Governor’s office and write a report on Governor’s itineraries
  • Organize the Governor’s official diary
  • Preparation of budgets for the Governor’s official office and field functions
  • Arrange for the Governor’s air travel
  • Any other duties as delegated by the Governor

Meru County Department Directors, Accountants, Legal, Statistician Jobs in Kenya

Directors of Divisions in Respective County Departments.

The posts will be one in each of the following divisions:
  • Director of Public Works and Housing

Requirements for Appointment:
  • Be a holder of at least first degree from a recognized University in Kenya in the relevant field.

  • Interpreting relevant legislation and their implications to the County government;
  • Providing legislative support to the County government including preparation of briefs on legislation and amendments where appropriate;
  • Providing legal guidance to the county government;
  • Representing the county government in court when need arises;
  • Ensuring compliance with principles and values of good governance, human rights, transparency, accountability, ethics and integrity within the county;
  • Ensuring implementation and realization of strategic plans and objectives in respect of the legal function;

Qualifications:

Qualifications:
  • At least a grade C+ at K.C.S.E;

Duties and Responsibilities
 
1. Acts as the Board Deputy Secretary:
 
Deputises the Board Secretary to:
  • Organize and coordinate Board meetings.
  • Circulate preliminary notices and agendas for Board meetings in consultation with Board Chairman and Secretary.
  • Ensure Board files are compiled and dispatched to Members before meetings are held.
  • Maintain and distribute accurate minutes of the Board meetings to the Members.
  • Ensure that resolutions and action points from Board meetings are circulated to affected County Ministries or individuals within the stipulated timeframe.
  • Record proceedings of Board retreats and other external meetings
  • Be the custodian of the Board’s records
  • Make regular reports for submission to the County Assembly on the execution of the Boards functions
2. Functions as Secretary of various Board Committees to:
  • Circulate preliminary notices for meetings of committees of the Board, in consultation with respective Committee Chairpersons.
  • Ensure Board Committee files are compiled and dispatched to Members before meetings are held.
  • Maintain and distribute accurate minutes of the Committee meetings to Members.
  • Ensure action points from Board committee meetings are circulated to the relevant County Ministries or individuals and responses received for tabling to the full Board.
3. Legal Counsel functions:
  • Proactively guide the Board on all legal matters affecting its functions
  • Ensure adherence and compliance to legislation, including subsidiary legislation in the form of Rules, Gazette notices, Regulations etc relating to CPSB functions.
  • Advise on Agreements, contracts and other Board commitments.
  • Review the Board’s legal documentation e.g. letters of offer or any other security documentation to ensure the Board’s interests are well protected.
  • Proactively review any changes in legislation, thereafter forwarding the same regularly in the form of legal updates to the Board for information, action and compliance.
  • Appearing as a witness where matters related to the Board are contested in court
4. Secretariat Functions:
  • Be the accounting officer of the CPSB to oversee the management of finances, preparation and submission of the board’s annual plans, programmes estimates and budgets
  • Facilitating the recruitment process in Kitui County and Preparing guiding notes to the Selection Board
  • Supervise, plan, assign, monitor and appraise the work of the Secretariat staff
  • Processing promotions and acting appointments of county public officers
  • Preparing briefs on disciplinary cases received in the county and tabling them before the Board decision making
  • Preparing briefs on appeals and applications for review to be considered by the Board
  • Assist the Board in enhancing its Corporate Governance Policy and ensuring compliance throughout the County.

Duties and Responsibilities
 
The Town Administrator shall be answerable to the Town Committee. Duties and responsibilities will include:
  • Implementing the decisions and functions of the Committee;
  • Overseeing the affairs of the town;
  • Developing and adopting policies, plans, strategies and programmes;
  • Formulating and implementing an integrated development plan;
  • Maintaining a comprehensive database and information system of the administration and providing public access thereto upon payment of a nominal fee to be determined by the committee;
  • Ensuring preparation and submission of the town annual budget estimates to the relevant County Treasury for consideration and submission to the County Assembly for approval as part of the annual County Appropriation Bill;
  • Establish, implement and monitor performance management systems; and
  • Perform such other functions as may be delegated by the town committee.

Requirements for Appointment
  • Be a Kenyan citizen;
  • Be a holder of at least a first degree with 5 years working experience in administration / management or diploma with 7 years’ experience in supervision from a College or University recognized in Kenya;
  • Satisfy the requirements of Chapter Six of the Constitution.
Duties and Responsibilities
 
The Ward administrator shall be responsible to the Sub-County Administrator for the following:
  • Coordinating, managing and supervising the general administrative functions in the Ward unit;
  • Developing policies and plans;
  • Ensuring effective service delivery;
  • Coordinating developmental activities to empower the community;
  • Providing and maintaining infrastructure and facilities of public service;
  • Managing the Public service;
  • Facilitating and coordinating citizen participation in the development of policies and plans and delivery of services;
  • Exercising any functions and powers delegated by the County Public Service Board.

Village Administrators

Duties and Responsibilities
 
A village administrator shall be responsible to the relevant Ward administrator for:
  • Coordinating, managing and supervising the general administrative functions in the village;
  • Ensuring and coordinating the participation of the village unit in governance;
  • Assisting the village unit to develop the administrative capacity for the effective exercise of its functions and powers and participation in governance at the local level; and
  • Exercising any functions and powers delegated by the County Public Service Board.
