Director, Corporate Communications

Job Description: The Director, Corporate Communications will report to the Secretary/CEO, National Land Commission and will be expected to:
  • coordinate of all National Land Commission corporate communication affairs;
  • implement and review the communication policies, strategies and programmes;
  • formulate and implement communication programmes to enhance the profile, image and perceptions of NLC by stakeholders;
  • provide advice to NLC on all areas of communication, public and media relations;
  • re-brand and maintain the Commission’s positive image;
  • develop and maintain good relations and rapport with mass media and all agencies under the Commission through professional public relations approach;
  • coordinate publicity and media coverage for the Commission;
  • manage protocol issues;
  • oversee planning, developing and managing the Commission’s portal and publications;
  • manage public relations and providing strategic leadership to the Commission in dealing with the media towards objective, effective and timely conveyance of information;
  • manage feedback and deal with issues that involve the Commission’s image and good relationship with media; and
  • provide interface between the Commission and its stakeholders.
  • collaborate in research on public relations and develop appropriate interventions;
  • provide liaison between the public and the media on all matters ofconcern to NLC and land matters;
  • develop and publish in-house newsletters;
  • liaise with the Directorates and other Units ¡n handling NLC publicity publications and internal communications;
  • communicate with the press and manage NLC’s engagements with the media for accurate coverage of key events; and
  • capture information, edit and transmit/broadcast to the public.
Job Specification
 
For appointment to this grade, a candidate must have:
  • Bachelors degree in any of the following: Journalism, Mass Communications, Communication, Linguistics or Public Relations from a recognized institution;
  • Masters Degree in Communication, Journalism or any other equivalent course from a recognized institution;
  • served in a Corporate Communications/Affairs/Public Relations position in the public or private sector for at least fifteen (15) years, five (5) of which must have been ¡n a senior position;
  • membership to the professional body of journalists;
  • Certificate in Strategic Leadership Development Programme lasting not less than six (6) weeks from a recognized institution;
  • Certificate in Computer Application Skills from a recognized institution;
  • met the requirements of Chapter six (6) of the Constitution of Kenya;
  • a clear understanding of the Commission’s mandate;
  • thorough understanding of Devolution, the Constitution and Kenya Vision 2030 and the ability to translate them into the Commission’s programmes and projects;
  • demonstrated a thorough understanding of national goals, policies and development objectives and ability to align them to the Commission’s mandate; and
  • been a good team player with excellent interpersonal, communication and networking skills proven writing and communication skills.

1. This request for Expression of Interest follows the General Procurement Notice (GPN) for the Kenya 1FPPP project that appeared ¡n United Nation Development Business No. WB3876-07/13 of July 2013.

The Government of Kenya (G0K) has received financing from the World Bank towards the cost of the Infrastructure Finance and Public Private Partnerships Project (IFPPP) whose overall development objective is to increase private investment in the Kenyan infrastructure market by improving the enabling environment to generate a pipeline of bankable PPP projects. 

It is intended that part of the proceeds of this credit be applied to eligible payments under the contracts for provision of public relations services to develop & implement a communication strategy for the PPP Unit & on Toll roads in Kenya to be implemented for a period of twenty four (24) months with three months’ probation period.

2. Objective of the Assignment
: The main objective of the consultancy is to Develop and Implement Communications Strategies for the Public Private Partnerships Unit (PPP Unit) and for Toll Roads in Kenya.

3. Scope of the Work

 
The assignment shall be conducted by an eligible consulting firm / consortium that shall be expected to cover the following scope of work:
  • Develop and Implement Communications Strategies for the PPPU AND for Toll Roads in Kenya.
  • Conduct awareness campaigns in all relevant platforms to raise PPP awareness in the country among all key stakeholders to the PPP process.
  • Branding: Revise and Re-invigorate the PPP Unit Corporate Identity including its application and championing.
  • Design and produce communication and awareness material such as brochures, fliers, bill boards, adverts, etc.
  • Implement a robust media management strategy
  • Execute Public strategies designed to champion the mandate of the PPP Unit.
  • Provide market research necessary for identifying audiences, issues critical to different groups.
  • Manage / Organize PPP Unit events meant to raise awareness and highlight the role of the PPP Unit as well as benefits and scope of the Kenya PPP program.
  • Offer photography and video services.
  • Perform any other public relations, media or awareness role for the PPP Unit that may be assigned.
4. The National Treasury (the Client), through its Project Implementation Unit (PLU), now invites eligible consulting firms to express their interest in providing this service. 

Interested consulting firms/consortia should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. 

The shortlisting criteria are: 
  • a minimum of 10 years of professional
  • experience in developing and implementing successful Public Relations/Communications Strategies,
  • at least 5 of which must be in Kenya, adequate size, structure, staffing, facilities and financial capacity
  • to competently provide the services, minimum annual revenue of Ksh. 100 million, requisite technical and professional expertise reflected in the qualifications and experience of the staff who will handle this assignment.
  • Experience in developing PR/communication strategies for large infrastructure projects in Sub-Saharan Africa especially campaigns for a toll road (payment for use of a public infrastructure) will be an added advantage. 
  • The firm should provide at least three (3) references of similar assignments conducted.
5. The attention of interested consulting firms/consortia is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers published in January 2011 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

6. Individual Consultants within consortia may associate with other firms in the form of a joint venture or a sub- consultancy to enhance their qualifications.
 
7. The firm / consortium will be selected in accordance with Quality and Cost Based Selection method set out in the Consultants Guidelines.

Save the Children Production of Documentary Film on Maternal, New-born, and Child Health in Turkana County

Terms of Reference

Role: Production of Documentary Film on Maternal, New-born, and Child Health in Turkana County

Duration: 
12 days (16th – 27th June, 2014)

Venue: Turkana central and Loima sub counties of Turkana County

1. General Background
 
a) Organizational Background
 
Save the Children is the world’s leading independent organization for children, fighting to improve the lives of Children in 120 countries around the World. Together with children we are helping to build a better world for present and future generations by making a reality of children’s rights.

Save the Children has been operational in Kenya since the 1950s, providing support to children through developmental and humanitarian relief programmes delivered both directly and through local partners. 

Current programming focuses on child protection, child rights governance, education, health, HIV/AIDS, livelihoods, nutrition and WASH.  
 
In 2012, as part of a global reorganization process, Save the Children combined the programmes of Save the Children UK, Save the Children Canada and Save the Children Finland to create a single operation in Kenya. 

In Feb 2014, we completed a second transition, which saw us join forces with the British INGO, Merlin, and merge their health and nutrition programmes with our own. 

Save the Children now has an operational presence in Bungoma, Dadaab Refugee Camp,  Garissa,  Mandera, Turkana  and  Wajir  and  we  work  through  partners  in  many  other  parts of  the  country.  

We  employ  more  than  300  staff  and  have  an  operating  annual  budget  in  2014  of approximately US$25 Million. 

b) Area Background

Turkana’s health infrastructure is very poor. There are 137 gazetted health facilities in Turkana, of which 87% (119) are operational (MOH Health facility Master list). Of the operational health facilities, 47% are owned by Ministry of Health and 31% by Faith Based Organizations. 

The Catholic Church supports 20% of all the operational health facilities, focusing on primary health care facilities. 

The Lodwar, Kakuma, Lopiding, Lokitaung, Kapedo and Katilu District Hospitals serve as referral facilities. 

The average distance from communities to any one of these health facilities is 50 km; only 9% of roads are tarmacked.  

Serious gaps in human resources further complicate service availability: the population per nurse is just under 15,000, compared to the national average of 2,000.
 
As a result of Turkana’s under-developed health infrastructure, the coverage of key maternal, newborn and child health interventions is poor. 

Only one half of children (53%) are fully immunized by age 1, according to DHIS 2012 statistics, compared with the national average of 78%. 

Only 19% of pregnant women deliver in a health facility under qualified assisted delivery care, with substantial sub-population disparities. 

Maternal mortality rates are estimated to be above 1000 per 100,000 live births (administrative statistics), or more than double the national average of 488 (KDHS 2008). 

Lack of access to health is stretched further by periodic drought emergencies and prevailing insecurity. 

Upsurges of malnutrition, malaria and diarrhoeal diseases as well as reported cases of measles and wild polio virus afflicted the populations in the County during the drought emergency.

c) Project Background
 
Save the Children, with funding from UNICEF and in partnership with the Ministry of Health in Turkana County, is implementing a 9-month project in Turkana County - “Strengthening coordination, creating community demand for uptake and increasing access to key maternal, new-born and child health interventions in Loima and Turkana Central districts of Turkana County”. 

The project is scheduled to end on June 30th, 2014. 
 
Goal of the Project: To contribute to reduction of maternal, neonatal, child and morbidity and mortality in Turkana Central and Loima districts of Turkana County of Kenya. 
 
The specific objectives
  • To build the capacity of the Ministry of Health in Turkana Central and Loima districts to ensure that 100% of  health facilities are implementing quality reproductive and child health services  and establishment of sound policies, proper coordination and evidence based  planning and implementation
  • To support scale up of integrated community case management (iCCM) approaches in Turkana County to ensure prevention and prompt treatment of common childhood illnesses.
  • To strengthen health systems  at county, health facility and community levels to increase  access to essential maternal, new-born and child health services Turkana County
  • As part of enhancing evidence for planning and monitoring, Save the Children plans to capture one documentary film on MNCH strategies and activities in Turkana Central and Loima sub-counties.
2. Objectives of the Consultancy

a) To tell success stories from MNCH interventions (BeMNOC, ICCM,CBHIS and CMNH)  under the project.
 
b) To highlight the challenges encountered during the project implementation.
 
c) To serve as a live monitoring document to complement existing M&E system, which is based on words and numbers
 
d) To promote the approaches applied by Save the Children in the project.

3. Target Audience

a) Beneficiaries 
 
b) Development partners including donors, NGOs and organizations working in the field of MNCH in general
 
c) Other partners/stakeholders such as business communities and government agencies including public service delivery and public administration agencies
 
d) Save the Children staff.
 
4. Scope of work 

a) Tell success stories: 
 
Selected success stories will be identified and captured, in which the following should be mentioned/answered but not limited to: 

i. A brief background of Turkana’s expanse landscape depicting the harsh environment and the distances involved while seeking for healthcare.

ii. A beneficiary account of how they have benefited from one or more of the project activities. This will involve filming in the community/household level and can be integrated to capture work of community health workers.
 
iii. An account from a health worker on the benefits of the project - Filming at the health facility level and health worker’s views on the social cultural and economic factors which hinder utilisation of reproductive health services.
 
iv. County Health Management Team’s views on the benefits of the project and visits to project sites to showcase support rendered by the project towards improving Maternal and Neonatal Health Care.

b) Monitoring document: 
 
The documentary should serve as a lively monitoring documentary that:

i. Captures the different/difficult steps to achieve success 
 
ii. Shows the audience how the project brings positive change along the continuum of care 

c) Promote approaches of Save the Children:
 
The documentary should be able to engage the audience through interesting stories and at the same time highlight the approaches applied by  Save the Children on this project (e.g. joint supportive supervisions), making it convincing enough to be an advocacy tool to other stakeholders, either for replication or policy improvement purposes. 

5. Principles 

a) Working in close collaboration with Save the Children, UNICEF, and MOH from the planning stage to ensure that messages for and from the documentary are well understood, taken and implemented properly and on the right track. 
 
b) Liaise with Save the Children staff and designated individuals of UNICEF and MOH on all contents in order to ensure accuracy and endorsement. 
 
c) The documentary has to be based on interviews with major stakeholders on the project implementation: beneficiaries, co-operating partners, and Save the Children. 
 
d) The documentary will be produced in line with Save the Children’s organizational standards and other Save the Children operational documents 
 
6. Deliverables 

a) Detailed production and post-production schedule for filming process 
 
b) Draft scripts, including proposed interview questions for the documentary films for comments by Save the Children.  
 
c) First cut of the documentary on DVD for comments by Save the Children and its implementing partners. 
 
d) Finalized draft documentary for Save the Children clearance, at most 5 working days from receipt of initial Save the Children comments. 
 
e) The documentary available in English and Turkana version (with sub-titles for Turkana version) in broadcast quality DVD and in other appropriate formats that enables the documentary to be uploaded to Save the Children and implementing partners’ websites, YouTube, flickers, etc in five (5) working days from receipt of final Save the Children comments and clearance 
 
f) Master of all interviews and other footage shot for the documentary on high quality DVD
 
g) National broadcast of the short documentary on one of the country’s national TV channels. 
 
h) Be available for the film’s official presentation with participation of Save the Children implementing partners. 
 
i) Provide 50-100 copies of the documentary on professional labelled and packed DVD. The label design must be approved by Save the Children. 
 
j) Submit all raw materials collected during the filming for any possible future production initiated by Save the Children

7. Qualifications and competencies required 

The Consultant (individual(s), organization, or a TV production company) should have: 
 
a) Extensive experience in producing public information video films or TV programs, relating to the social and economic matters. 
 
b) Experience working with international organizations and/or international donors as well as in working with state institutions, NGOs and local authorities in Kenya 
 
c) Awareness of the international development programs in Kenya with a focus on MNCH. 
 
d) Excellent technical capacities to ensure smooth and high quality production (video production staff, owner of its own video production studio or a documentary proof of an access to a rented video studio, etc.) 
 
e) Excellent planning and organizational skills 
 
f) Excellent ability to meet deadlines

8. Tentative schedule and duty station 

The MNCH project started on 1st October, 2013 and will end by 30 June 2014.

Therefore, the production of the film will take place from 16th – 27th June, 2014. 

Exact number of field trip for filming should be proposed by the Consultant. 

The project is implemented in Turkana central and Loima sub-counties in Turkana County. 

These will form the location sites for filming and the consultant should be prepared to stay in remote and harsh environment during the filming of the documentary.

9. Ownership 
 
The edited documentary films as well as all footage filmed for this assignment is the sole property of Save the Children. 

The selected Consultant’s name and logo shall only be acknowledged in the closing credit.

Internews Europe Media Partnership Manager, Journalism Trainers, CSO & Children Partnership Manager, Child Media Literacy Trainer, Regional Coordinators and Mentors for Bureaus Jobs

Internews Europe is an international media development organization that improves access to information and freedom of expression worldwide.
 
Internews Europe is launching a media development project focused on child rights in Kenya.

The project will support ‘traditional’ media outlets (TV, radio, newspapers) and use new media systems (websites, social media, and cell phones) to better communicate information on child rights issues, expand the public and policy debate, and amplify child and advocacy voices on child rights.

Internews Europe is looking for eleven (11) motivated staff members to implement the child rights media project.

Media Partnership Manager
 

The Media Partnership Manager will be responsible for the development, management and coordination of media training and production activities in child rights areas in collaboration with national and international partners and media houses. 

S/he will supervise 4 (four) positions.

Specific responsibilities:
  • Manage child rights focused media training and production activities including technical oversight and story quality insurance.
  • Design, coordinate and direct media training activities (workshops, roundtables, travel grants, mentoring sessions etc.) and other media and child rights activities in partnership with local media outlets, media regulatory bodies, CSOs and other local organisations.
  • Design with partner media outlets guidelines and policies for child rights reporting and assist in their implementation. In some cases, work on programming with managers of partner media.
  • Develop partnerships with media outlets to have children generated produced content aired/published regularly on community and mainstream media.
  • Build and maintain partnerships with media outlets, media development organizations, child rights organizations and universities; promote dialogue and networking between CSOs and the media.
  • Write project reporting of training activities.
Qualifications:
  • Minimum BA in Journalism and Communication.
  • Minimum 7 years experience as a senior journalist / editor.
  • Experience training journalists or journalism students and developing curricula.
Skills:
  • Excellent communication skills including proven interpersonal and networking skills.
  • Thorough understanding of child rights, social and legal issues specific to Kenya.
  • Strong organizational skills with proven ability to handle multiple tasks simultaneously, set priority and work under minimum supervision.

Journalism Trainers

4 Positions
 
The Four (4) Journalism Trainers will be responsible for carrying out training and mentoring of radio, television, print and online journalists in child rights related areas, prepare training events and materials, and write reports on these activities.

Specific responsibilities:
  • Design and deliver media training workshops and/or modules of training workshops on child rights issues. 
  • Schedule and deliver post training mentoring sessions for journalists, producers and managers.
  • Train journalists and child programme producers in scripting and editing in formal and informal settings, to enable them capture child rights stories and child stories that meet Internews Europe journalism standards of quality and amplify children voices and advocacy voices.
  • Mentor journalists assisting them to conceptualize comprehensive and inclusive stories on child rights as well as ensuring high creativity and credibility of stories produced.
  • Assist trainees with travel grant ideas and ensure that the stories developed are of high quality.
  • Establish and maintain an active contact database and strong relationships with partner media outlets appropriate for child rights related storytelling on Kenyan media.
Qualifications:
  • BA in Journalism and/or Communication from a reputable journalism training institution.
  • Minimum of 5 years experience in a reputable Kenyan media outlet.
  • Experience training journalists or journalism students and developing curricula.
Skills:
  • Excellent knowledge on child rights, social and legal issues specific to Kenya.
  • Media savvy with a strong ‘nose for news.’
  • Excellent social media skills and good research skills.
  • Competence in scripting and script editing (TV, Radio: recording, production, editing).
  • Integrity, reliability and creativity.

CSO and Children Partnership Manager
 
The CSO and Children Partnership Manager will be responsible for the development, management and coordination of Civil Society Organisation media capacity building activities and children media content generation activities in collaboration with national and international partners. 

S/he will supervise 5 (five) positions.

Specific responsibilities:
  • Design, coordinate and direct media capacity building activities for Kenyan CSOs, CBOs, international organizations working on child rights and relevant state institutions for advocates to better access media channels, network with media, and amplify their voices.
  • Promote dialogue and networking between CSOs and the media.
  • Design, coordinate and direct media activities with schools, youth groups, journalism clubs and universities to empower children and youth to generate child rights content and engage media.
  • Build and maintain strong partnerships with child rights organizations, partner schools and journalism clubs as well as media outlets; manage relations with and supervise implementing partners working with children on storytelling and media literacy.
  • Write project reporting of training activities.
Qualifications:
  • Minimum 7 years experience in working on child rights in Kenya, or 7 years in the media.
  • Minimum BA in Social Sciences and/or Communications.
  • Experience in building the capacity of local organizations.
Skills:
  • Thorough knowledge of child rights, social and legal issues specific to Kenya, with existing network of international and local child rights organizations in Kenya.
  • Excellent communication skills including proven interpersonal and networking skills.
  • Strong organizational skills with proven ability to handle multiple tasks simultaneously, set priority and work under minimum supervision.
  • Strong project reporting skills.
Child Media Literacy Trainer
 
The Child Media Literacy Trainer will work with children on how to consume and use media. 

S/he will be responsible for carrying out media training and media literacy activities with children and youth, prepare events and materials, and write reports on these activities.

Specific responsibilities:
  • Through partner CSOs, schools, and journalism clubs, design and deliver media activities empowering children and youth to consume media, tell their own stories, and use media as a tool in support of child rights.
  • Mentor children and youth groups to produce creative stories and publish them in various formats and media platforms (radio, photography, social media, video, newspaper etc.).
  • Organise regular feedback groups and events where children interact with journalists.
  • Establish partnerships and maintain strong relationships with partner institutions including schools and journalism club.
Qualifications:
  • BA in Journalism and/or Communication from a reputable journalism training institution.
  • Minimum of 5 years experience in a reputable Kenyan media outlet.
  • Experience training journalists or journalism students.
Skills:
  • Good knowledge on children and education issues specific to Kenya, with existing network of journalism clubs, schools, universities and youth groups.
  • Ability and passion to work with children and youth.
  • Excellent media production skills and social media skills.
  • Integrity, reliability and creativity.
  • Excellent interpersonal and communication skills.
Regional Coordinators

2 Positions
 
Two (2) Regional Coordinators will be responsible for the development and implementation of project
activities at the county level including the management of a Youth Media Bureau. 

They will develop local partnerships, prepare events and write reports on activities.

Specific responsibilities:
  • Provide overall management of the Youth Media Bureau including budget control, technical oversight and quality assurance.
  • Builds and maintains relationships with media outlets, civil society organizations, schools and journalism clubs in the regions.
  • Train and mentor already trained journalists and children/youth using the Youth Media Bureau in formal and informal settings to enable them capture child stories and child rights stories that are credible and creative.
  • Develop partnerships with local media outlets to have child generated produced content aired/ published regularly.
  • Coordinate some activities such as roundtables and forums as per program plans including communicating to relevant staff and guests the training schedules and identifying participants.
Qualifications:
  • Diploma in Journalism and/or Communication.
  • Minimum of 5 years experience in a reputable Kenyan media outlet or in a reputable CSO.
Skills:
  • Good knowledge on the media industry in Kenya, with existing network in newsrooms, journalism schools and civil society.
  • Excellent interpersonal and communication skills.
  • Good media production skills.
  • Creativity and ability to work under minimum supervision.
Mentors for Bureaus

2 Positions
 
Two (2) Mentors for Bureaus will be responsible for the implementation of media literacy programs at
the county level and the production of youth generated media content.

Specific responsibilities:
  • At the Youth Media Bureau, deliver media training activities empowering children and youth to tell their own stories and to use media as a tool in support of child rights.
  • Mentor children and youth groups to produce creative stories and publish them in various formats and media platforms (radio, photography, social media, video, newspaper etc.).
  • Ensure that the Youth Media Bureau production facilities are well-maintained at all times and appropriate for the project activities.
  • Provide support in effective production of quality radio programmes.
  • Track usage of the Youth Media Bureau through filing of designated M&E forma and track the broadcast of children and youth’s work for the purposes of project reporting.
Qualifications:
  • Diploma in Journalism and/or Communication.
  • Minimum of 3 years experience in a reputable Kenyan media outlet – preferable radio station.
Skills:
  • Ability and passion to work with children and youth. 
  • Creativity.
  • Excellent radio production skills including scripting, recording and editing. Good social media skills.
