Cashew Nut Senior Purchasing Officer Job Vacancy in Kilifi Kenya

Background: Equatorial Nut Processors is one of the leading edible nut concerns in East Africa. The company’s range of products, for both local and export markets, focuses on three principal nuts – Macadamia, Cashew and Peanuts. 

ENP was founded in 1994, and it has grown over the years to occupy a prominent position in the region’s nut sector. 

Cashew Nuts are grown in Coastal region of Kenya, specifically Kilifi, Kwale and Lamu counties. Kenya has a potential to produce more than 63,000 metric tonnes valued at Sh2 billion. 

However, farmers at the Kenyan coast have neglected tending their cashew trees due to what they consider “exploitation” by middlemen and low productivity of the old orchards due to lack of linkage to markets, input suppliers and financial services to pre-finance production. Farmers therefore are shifting focus to other crops yellow passion fruit, cassava and chillies.

Production of cashew dropped from 8,000MT in 2009/2010 to 5,300MT in 2011/2012 and to 3,800MT as the lowest production in 2013. 

The Cashew Nut sector in Kenya faces the key challenge of low producer (farm gate) prices which has seen farmers cut down some of their trees.  

There have been attempts to return the sector to productivity with the government introducing a policy that banned export of in-shell nuts to promote value addition through processing in the year 2009. 

The few nuts available are shared between Equatorial Nut Processors Ltd, Wonder Nut, Kenya Nut, Jungle Nut and Millenium. 

On average each processor would currently get 760MT but ENP got only 600MT in 2013/2014 season. This is despite the fact that the factory has a capacity of 3000MT.

 Job Context

Title: Senior Purchasing Officer (SPO)
 
Reports to: Senior Procurement Manager & Programmes Manager
 
Based at: Kilifi.

Overall Purpose: To ensure ENP gets enough cashew nuts during the buying season at the coast covering Kwale, Kilifi and Lamu Counties.

Main Job Objectives
  • To support the process of registering and organizing cashew farmers.
  • To link farmers to key service providers (training, finance, insurance, TSPs etc)
  • Coordinating purchasing, drying and delivery of cashew nuts
Main Activities/Key tasks
  • To develop annual work plans and prepare budgets for cashew field teams
  • To manage the cashew field officers’ activities
  • To train the cashew field officers and agents
  • To regularly produce project reports and forward the same to the Programmes Manager
  • To train the cashew suppliers/farmers through 3rd party actors like input suppliers and agents
  • To foster relevant stakeholder linkages
  • To proactively engage relevant stakeholders helpful in achieving the cashew goals and vision.
  • To coordinate purchase/supply of cashew nuts
  • To ensure that all cashew nuts from our farmers is timely delivered to our factory
  • Produce case studies when requested to do so by the Programmes Manager.
  • To develop and annually update a procurement policy document
  • To ensure that the procurement policy is followed by the field staff and agents
  • To carry out any other duties related to this assignment as may be directed from time to time by the Programmes Manager.

As our Procurement and Logistics Officer, you will work closely with the operations coordination and all other TIS functional teams to include and not limited to the program and grants team, the program grantees and vendors to support the above-referenced program objectives.
 
The work of Procurement / Logistics Officer requires detailed knowledge and Somalia experience, highly developed collaboration and networking skills and the exercise of discretion, judgment, and personal responsibility.

Qualifications and skills sought
  • University degree level or equivalent in Business Administration, Bachelor of Commerce, Logistics/Procurement and Supply Chain Management or any other appropriate field.
  • Minimum four (4) years relevant experience in a similar position, with specific focus on local/international procurement, clearing & forwarding, VAT exemption processes, Kenyan/Somalia laws and regulations, fleet management, insurance and inventory/stock/supplies management, development and control.
  • Previous experience with USAID funded program, International or Local NGOs is preferred.
  • Ability to establish and maintain effective working relationships with senior government personnel, colleagues, donor partners, private sector, and other actors that may be involved in the overall implementation of the project

Supply Chain Manager Job in Kenya

Job Title: Supply Chain Manager
 
Duties and Responsibilities
  • Responsible for purchasing, inventory control, production control, warehousing, logistics, and at some locations inside sales.
  • Supervises the issuance of all purchase orders, insuring the inclusion of required specifications, prices, terms and conditions by performing the duties personally or through assistant personnel. 
  • Responsible for managing suppliers and sources to ensure effective cost and service performance.
  • Responsible for the implementation of all policies, practices, and procedures pertaining to supply chain personnel.
  • Responsible for the coordination, sequencing, capacity analysis and execution of production schedules in manufacturing including Sales & Operations (S&OP) planning to detailed production planning, execution and control. 
  • Also responsible for coordinating with direct and indirect inside sales management regarding customer contact in all areas relating to inquiries, orders, scheduling, delivery or other customer issues and other supply chain related questions.
  • Acts as liaison between functional areas to drive the correct behaviors and decision making processes that supports an efficient, well-coordinated supply chain, ultimately supporting the business objectives.
  • Supports, participates and/or drives Supplier Relationship Management (SRM) initiatives and activities per corporate guidance specifically including quarterly meetings, follow up documentation and other requirements.
  • Supports, participates and/or drives Supply Chain Operating Systems (SCOS) initiatives and activities per corporate guidance specifically including the Supply Chain Excellence (SCE) audits, follow up documentation, training and other requirements.
  • Works with the corporate supply chain group to effectively implement supply chain improvements and productivity savings initiatives.
  • Develops collaborative/partnering relationships with key suppliers, including objectives and measures, to promote processes that will reduce lead times and costs and insure product and service quality such as vendor managed inventories (VMI)/consignment, electronic data transfer or Internet ordering.
  • Manages the Sales (Inventory) & Operations (S&OP or SIOP) process.
  • Responsible for production planning, capacity planning, and scheduling activities.
  • Ensures MRP/ERP system is maintained and updated via periodic review, day-to-day activities and other appropriate measures.
  • Ensures focus and management of working capital improvement efforts.  
  • Ensures slow moving inventory review processes (e.g. Supply Chain Material Review Boards) are in place and being conducted periodically. 
  • As an outcome of that meeting arranges for disposal of surplus and obsolete materials.  
  • Works directly with plant controller on the amount of reserve that is adequate and communicates when it has been executed against.
  • May be responsible for the supervision of all inside sales personnel, ensuring that all customers, representatives and distributors receive prompt and professional response to their inquiries. 
  • Works with Sales departments to effectively translate the sales forecast demand into the plant capacity schedule.
  • Analyzes raw material market and delivery conditions to determine present and future material availability and prepares market analysis reports.
  • Prepares departmental budget and monitors expenditure of budgeted funds.
  • Manages the establishment of departmental procedures and practices to ensure efficient operation and continuous improvement.
  • Manages the process for the preparation and issuing of purchase orders and change notices insuring the inclusion of required specifications, prices, terms and conditions, and other relevant purchasing information.
  • Works closely with the Sales Group to understand the business strategies for product lines and strategically aligns our procurement practices and supply chain in support of the business strategy.
  • Informs Production, Sales, and Engineering departments of required lead times, availability, and status of ordered components and consumables.
  • Interprets and enforces company policies and safety regulations.
  • Prepares reports of purchasing and production planning measures against objectives.
  • Responsible for performance of the following key metrics:  customer on-time delivery, working capital, and supplier on-time delivery and quality performance and others as assigned.
Supervisor Responsibilities
  •  Responsible for the overall direction, coordination and evaluation of supervisory and non-supervisory personnel.  Carries out leadership responsibilities in accordance to company policies, procedures, safety, and applicable laws.
  •  Responsibilities include interviewing, hiring, and training employees; planning assisting, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
  •  Provides ongoing training to applicable staff to develop and encourage their technical and operational performance.  Meet with appropriate staff on a timely basis for performance evaluations and goal setting. 
  •  Ensures company standard practices and procedures are followed in connection with all Purchasing department functions.
Qualifications

One of the biggest challenges facing the private sector in Africa is how to promote inclusive economic growth that benefits communities, small and medium sized enterprises and the ‘informal’ sector. 

To this end IFC is looking to recruit a specialist to advise IFC and its clients on the development of inclusive supply chains and community engagement strategies.

The position is based in Nairobi, and will report to the SBA Manager, Sub-Saharan Africa

If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. 

All others will be offered a 3 year term appointment.
 
Duties and Accountabilities:
 
The overall role of the Inclusive Supply Chain and Community Engagement Specialist will be to develop and manage IFC’s inclusive supply chain and community engagement programme in the agri-business, manufacturing, mining and banking sectors in Sub-Saharan Africa. 

S/he will work in close coordination with global and regional investment departments, country managers and other advisory services business lines to identify advisory opportunities and will provide leadership and relevant expertise to develop a pipeline of related advisory projects in the region. 

S/he will also be an active member of the core global Inclusive Supply Chain and Community Engagement Practice Group and support and develop global projects/programs in other regions as requested.

Specific duties include:

Program Development and Implementation


Strategic: Develop, implement and manage SBA’s Inclusive Supply Chain and Community Engagement business plan for Sub-Saharan Africa; suppot SBA’s support to clients on community engagement strategies.

Technical: Develop technical solutions for Agribusiness, Manufacturing, Mining and financial institutions clients, serve as the industrial specialists for SBA on inclusive supply chains. Work with existing and prospective clients to develop sound and sustainable business solutions to engage SME’s and communities in their supply chains and develop new products that meet the needs of SME’s and the base of the pyramid.

Develop and manage IFC’s Training Program for SME’s:Develop and oversee SBA’s training program for SME’s (Business Edge and SME toolkit)

People Management: Mentor, support and supervise the team of project leaders and support staff to set and achieve targets; be responsible for recruitment and on-boarding of new staff, facilitate knowledge sharing among staff members and support program team members to develop professional skills and expertise.

Project and Portfolio Management: Set yearly program/project targets and ensure effective implementation of the projects in terms of activities, timeline, budget and expected impact. This includes technical guidance, supervision and quality control from project start-up, through to implementation, closure, evaluation under IFC’s M&E framework and project management policies, the review and the sign-off of all supervision and project closure reports.

Budget Preparation: Prepare annual budgets and regular cash forecasts, and manage funds so that financial targets are achieved.

Fundraising: Work with the regional manager formulating the SSA strategy related to Inclusive Supply Chain and Community Engagement, and assume responsibility for fund raising in collaboration with the Regional Donor Coordinator.

Communication: Draft and circulate regular communications on client and program performance.

Relationship Management with Inclusive Supply Chain and Community Engagement Stakeholders: Liaise with IFC and WBG internal stakeholders active in Inclusive Supply Chain and Community Engagement; represent IFC externally to relevant global and regional industry players, international organizations and donors.

Selection Criteria:
  • Masters’ degree in development economics or equivalent.
  • 10+ years of relevant experience, with a successful track record developing sustainable supply chains for SMEs.
  • Understanding of how markets, especially in developing countries, function and ability to provide informed insights about the role of the private sector in addressing sustainable supply chains.
  • Experience in writing project proposals, logical frameworks and budgets

Responsibilities:
  • Responsible for the day to day running of the county Revenue Collection section in consultation with County Chief officer for Finance
  • Implement County policies and regulations on revenue. Develop and implement plans to operationalize County revenue policies in a way that will enhance efficient revenue collection and growth in a sustainable manner
  • Design, effective, efficient and secure systems of collecting revenue. The system must have the capacity to minimize leakage, fraud and avoidance
  • Maintain complete records of all the revenue sources/centers, rates and revenues collected. Project regular revenue trends for planning and decision making by senior county government officials
  • Maintain and manage cordial relationships with rate payers in the county and negotiate where necessary in a way that will enhance revenue collection. This must be done in close consultation with County Chief Officer for Finance and Executive committee member for Finance
  • Train, develop, support and deploy revenue collectors at different level of the county government.

  • Source for and implement modern inventory Management systems in close consultation with County Chief officer for finance and county Executive committee member for finance
  • Advice the entire County Government on matter relating to Supply Chain Management
  • Prepare Tender documents in accordance with Public Procurement Act 2005 and the implementing regulations and coordinate the entire tendering process
  • In liaison with other finance functions provide guidelines on matters of procurement, contract design and contract implementations
  • Undertake capacity building of staff in Supply chain management throughout the county Secretary to the Tender Committee

  • Each sub-County Revenue Officer will be responsible for revenue collection in each of the six (6) sub-counties within the Mandera County (Each Constituency constitutes a Sub-County).
  • Responsible for the day to day revenue collection in his or her sub-county in close consultation with county revenue officer.
  • Identify new revenue sources/centers and advice County revenue Officer with view to bringing such new source into main stream source
  • Submit daily/weekly and monthly revenue collection report to enable management to make decision
  • Supervise, support, motivate sand recommend disciplinary measures for other Collectors under his or her area of supervision
  • Set high but realistic and achievable collection targets for all revenue collectors under his or supervision
  • Responsible for making sure that all the revenue money collected are banked intact
  • Custodian and accountable for all official revenue documents in his or her sub-county including banking slips, utilized and unutilized receipt books etc
