A. County Chief Officer

Requirement for appointment
  • Be a Kenyan citizen

Duties and Responsibilities
 
The Ward Administrator shall be responsible to the sub-county Administrator for the following:
  • Coordinating, managing and supervising the general administrative functions in the ward unit
  • Developing policies and Plans
  • Ensuring effective Service delivery
  • Coordinating developmental activities to empower the community
  • Providing and maintaining infrastructure and facilities of Public Service
  • Facilitating and coordinating citizen participation in the development of policies and delivery of Services
  • Exercising any functions and power delegated by the County Public Service Board

Qualification / Requirements
  • Be a Kenyan citizen
  • Be a holder of at least first degree from university recognized in Kenya

Duties and responsibilities will include:
  • Implementing the decisions and functions of the board
  • Overseeing the affairs of the town
  • Developing and adopting policies, plans, strategies and programmes
  • Maintaining a comprehensive data base and information system of the administration and providing public access.
  • Ensuring preparation and submission to the relevant County Treasury for consideration and submission to the County Assembly for approval as part of the Annual County Appropriation Bill.
  • Establish, implement, and monitor performance management systems; and
  • Perform such other functions as delegated by the town committee
For a candidate to meet the requirement of chapter six of the constitution 2010, He/She must have the following clearance:
 
1. A certificate of good conduct from Criminal Investigation Department (CID)

2. A clearance Certificate from the Higher Education Loans Board (HELB)
 
3. A tax compliance certificate from the Kenya Revenue Authority (KRA)
 
4. A certificate from the Kenya Anti Corruption Commission (KACC)

E. Senior Personal Secretary

Salary Scale: Kshs. 35,910 - 55,840 p.m.

Duties and Responsibilities
 
Duties and responsibilities will entail recording dictation in shorthand and transcribing in typewritten form; typing from drafts, manuscripts or recording from dictation machines; processing data; operating office equipment; attending to visitors/clients; handling telephone calls and appointment; ensuring security of office records, equipment and documents, including classified materials; preparing responses to simple routine correspondence; and undertaking any other secretarial duties that may be assigned.

Qualification / Requirements
 
For appointment to this grade, a person must have:
 
(i) Working experience of a minimum period of three (3) years;
 
(ii) A Bachelors Degree in Secretarial Studies or a Bachelor of Business and office Management or equivalent qualifications from a recognized institution;
 
OR
 
Diploma in Secretarial Studies from KNECK or its equivalent qualifications from a recognized institution.
 
OR
 
The following qualifications from the Kenya National Examinations Council:
  • Shorthand Ill (minimum 110 w.p.m.)
  • Typewriting III (50 w.p.m)/Computerized Document Processing III

Positions in Mandera County Treasury Department

1. County Chief Officer - Finance

Reporting to:
County Executive Committee Member for Finance
 
Salary: From Kshs. 120,270 - 198,270 p.m

Responsibilities:
  • Responsible for the day to day running of the county Finance Department in consultation with County Executive Committee Member for Finance
  • Provide leadership, guidance and support for general accounting, Payroll, revenue collection, banking and Cash flow Management
  • Manage and implement County financial policies and procedures in close consultation with County Executive Committee Member for Finance.
  • Working closely with County Executive for Finance, co-ordinate/participate in the County annual budget and budgeting processes
  • Provide leadership and coordination role to County procurement process and ensure compliance with Public procurement and Disposal Act 2005 and the supporting regulations
  • Supervise, train, evaluate, develop, motivate and take disciplinary measures where necessary to maintain performance.
  • Ensure that subordinates keep county records and key information/reports in a timely, accurate and complete manner
  • Maintain adequate systems of internal controls needed to safeguard the County assets, ensuring accurate and adequate labeling of fixed assets and proper tracking of the movement of such assets.
  • Design and implement internal control processes and procedures around revenue collection with view to eradicating revenue leakages and avoidance
Qualifications/Requirement:
  • B. com Accounting option from a University recognized in Kenya — Masters is added advantage
  • C.P.A (K) or ACCA qualifications a must
  • Highly computer literate and fluent in MS office
  • At least eight (8 years) post qualification experience, Five (5) of which must be in senior Management position in busy commercial or public financial Accounting and treasury environment.

2. County Revenue Officer
 
Reporting to: County Chief Office - Finance
 
Salary Scale: Kshs. 109,089 - 144,920 p.m.

Commuter Allowance: Kshs 1 6,000 p.m.
 
Terms of Service: Contract
 
Responsibilities:
  • Responsible for the day to day running of the county Revenue Collection section in consultation with County Chief officer for Finance
  • Implement County policies and regulations on revenue. Develop and implement plans to operationalize County revenue policies in a way that will enhance efficient revenue collection and growth in a sustainable manner
  • Design, effective, efficient and secure systems of collecting revenue. The system must have the capacity to minimize leakage, fraud and avoidance
  • Maintain complete records of all the revenue sources/centers, rates and revenues collected. Project regular revenue trends for planning and decision making by senior county government officials
  • Maintain and manage cordial relationships with rate payers in the county and negotiate where necessary in a way that will enhance revenue collection. This must be done in close consultation with County Chief Officer for Finance and Executive committee member for Finance
  • Train, develop, support and deploy revenue collectors at different level of the county government.
  • Set high but realistic and achievable collection targets for all revenue collectors. Design performance evaluation systems that track progresses on target.
  • Identify new revenue streams for the county government and optimal rates.
  • Prepare weekly, monthly, quarterly and yearly reports on revenue collections
Qualifications / Requirement:
  • B. com Accounting/finance option from a University recognized in Kenya
  • C.P.A (K) or ACCA qualifications a must
  • Highly computer literate and fluent in MS office
  • At least 6 years post qualification experience, 3 of which must be in Management position in busy commercial or public financial Accounting and treasury environment.

3. County Supply Chain Management Officer
 
Reporting to: County Chief Office - Finance
 
Salary Scale: Kshs. 109,089 - 144,920 p.m.

Commuter Allowance: Kshs 16,000 p.m.
 
Terms of Service: Contract
 
Responsibilities:
  • Responsible for day to day management of the entire supply chain department
  • Issue/provide administrative guideline on implementation and interpretation of Public Procurement and Disposal act 2005 and the supporting regulations
  • Develop County Annual procurement plan and ensure its full implementation
  • Source for and implement modern inventory Management systems in close consultation with County Chief officer for finance and county Executive committee member for finance
  • Advice the entire County Government on matter relating to Supply Chain Management
  • Prepare Tender documents in accordance with Public Procurement Act 2005 and the implementing regulations and coordinate the entire tendering process
  • In liaison with other finance functions provide guidelines on matters of procurement, contract design and contract implementations
  • Undertake capacity building of staff in Supply chain management throughout the county Secretary to the Tender Committee
  • Supervise, train, evaluate, develop, motivate and take disciplinary measures when necessary to maintain performance of direct and indirect reports. 
  • Ensure that subordinates keep county records and key information / reports in a timely, accurate and complete manner
Qualifications / Requirement:
  • B. com Accounting or finance or Business Administration and Diploma in Supply Chain Management from a University recognized in Kenya or Degree in Supply Chain Management from a University recognized in Kenya . Masters in Logistics and supply chain management or procurement is a definite advantage
  • A member of Chartered Institute of Supplies Management
  • Highly computer literate and fluent in MS office
  • Have served in supply chain management for 8 years in the civil service/public or corporate sector 5 of which must be in a senior Management position
  • Self starter, excellent team player, effective communicator and must be able to work with minimal supervision
  • Have a thorough understanding of Public Procurement and Disposal Act 2005 and the Regulations

4. Sub - County Revenue Officers

Responsibilities:
  • Each sub-County Revenue Officer will be responsible for revenue collection in each of the six (6) sub-counties within the Mandera County (Each Constituency constitutes a Sub-County).
  • Responsible for the day to day revenue collection in his or her sub-county in close consultation with county revenue officer.
  • Identify new revenue sources/centers and advice County revenue Officer with view to bringing such new source into main stream source
  • Submit daily/weekly and monthly revenue collection report to enable management to make decision
  • Supervise, support, motivate sand recommend disciplinary measures for other Collectors under his or her area of supervision
  • Set high but realistic and achievable collection targets for all revenue collectors under his or supervision
  • Responsible for making sure that all the revenue money collected are banked intact
  • Custodian and accountable for all official revenue documents in his or her sub-county including banking slips, utilized and unutilized receipt books etc
  • Any other duties he or she is called upon to perform from time to time
  • Maintain and manage a cordial relation with the rate payers
Qualifications / Requirement:
  • First Degree in social sciences from a University recognized in Kenya
  • C.P.A Part II or similar level in ACCA
  • Highly computer literate and fluent in MS office
  • At least 4 year experience, in busy commercial or public financial Accounting and treasury environment.
  • Self starter, excellent team player, effective communicator and must be able to work with minimal supervision

Responsibilities
  • Prepare tender documents, request for quotations in accordance with Public procurement and disposal Act 2005 and manage the entire tendering process.
  • Ensure compliance with public procurement and disposal Act 2005, policies and process
  • Coordinate and facilitate the submission of tender documents by bidders
  • Coordinate tender opening, taking minutes of tender opening meetings and facilitate tender evaluation processes in accordance with Public procurement and Disposal Act 2005.
  • Advise the County Government and all its entities on all matters of procurements.
Qualifications/Requirement
  • First degree or High National Diploma in Supply Chain Management from a University recognized in Kenya
  • member of Chartered Institute of Supplies Management
