Recruitment of Civil Service Support Officers (CSSO) for Capacity
Enhancement in the Government of the Republic of South Sudan

The Government of Kenya has approved, within the framework of Technical Assistance Cooperation Programme to Government of South Sudan, the secondment of additional eight (8) serving and retired Civil Servants in various fields as per the advertised positions under the GOSS/IGAD Initiative Project. 

The Project is partly funded by United Nations Development Programme (UNDP). The officers will be deployed in strategic functional areas within the National Ministries and State Level Governments for a period of two (2) years. 

They will be expected to mentor and coach their counterpart Civil Servants through application of appropriate on-the-job training programmes and on work processes, systems and procedures.
 
A Memorandum of Understanding specific to the Terms of Service for the seconded officers was signed by the two Governments as provided for under the existing Technical Assistance/Cooperation on Training and Capacity Building.

Terms and Conditions of Service

The officers will be paid a Consolidated Technical Allowance that include accommodation and Medical Insurance Cover while working in the Republic of South Sudan. 

The project will also meet travel expenses for the officers. The identified serving Civil Servants will continue receiving their salaries from GOK to cater for their statutory deductions and upkeep of their families at home.

Eligibility

The Government of South Sudan through the Public Service Commission of Kenya, is therefore seeking for eligible serving or retired Kenya Civil Servants to fill the underlisted positions through secondment arrangement. In case of retired Civil Servants, consideration will be made for those who retired from 2010.

Legal Counsel

Qualifications, experience and competences

For appointment to this grade, an officer should:
  • have served for a minimum period of three (3) years, in the grade of Legal Officer/State Counsel , Job Group SL 3 or equivalent in the Civil Service;
  • have a Bachelor of Laws degree;
  • be an Advocate of the High Court of Kenya;
  • be in possession of a current practising certificate;
  • be proficient in the use of basic computer applications; and
  • be courteous and a good team player with the ability to get on well with a diverse workforce.
Duties and Responsibilities

The officer will be responsible for coaching and mentoring officers in the Ministry of Parliamentary Affairs. Specific responsibilities will include:
  • drafting of Private Members’ Bills;
  • drafting of amendments to Bills to be proposed to the House by any Member of Parliament or any Committee of Parliament;
  • giving legal interpretation of Acts and Bills and generally giving legal advice on matters relating to the National Assembly;
  • ensuring that Bills passed by the National Assembly comply with the Constitution;
  • providing legal advice to the Parliamentary Service Commission and the National Assembly and its Committees;
  • providing legal advice to the Parliamentary Service Commission and the National Assembly and its Committees; and
  • providing any other legal services that may be required by the National Assembly, the Committees, the Speaker, the Parliamentary Service Commission or the Clerk of the National Assembly.
Air Traffic Controller

Qualifications, experience and competences

For appointment to this grade, an officer should:
  • have at least ten (10) years proven work experience in the public service as a gazetted/registered Air Traffic Controller, gained from an international air traffic control facility;
  • possess a Bachelor’s degree with a bias in Mathematics, Physics , Geography, Engineering (mechanical; electrical; electronics; telecommunications; production; survey, (civil) or any other comparable and relevant qualifications from a recognized university;
  • have comprehensive knowledge of air traffic control laws, rules, and regulations;
  • have passed an aptitude test for Air Traffic Controllers;
  • have passed ICAO Class III medical Test;
  • have good communication and interpersonal skills with ability to make accurate judgment; and
  • be a good team player.
Duties and Responsibilities

An officer at this level will be responsible for coaching and mentoring staff in the Ministry of Roads and Transport in the following areas of air traffic control:

Aerial control - keeping aircraft flying the airways;
Approach control - guiding and sequencing aircraft into the most efficient order for landing. 

This includes dealing with instrument landing systems, which allow some planes to make automatic landings and ensuring that planes are placed in holding patterns when airports are busy; and Aerodrome control - air control and ground control - guiding the aircraft through landing and to parking stands at the terminal.

Specific responsibilities will include:
  • keeping radio and/or radar contact with aircraft;
  • directing the movement of aircraft en route or at an airport;
  • instructing aircraft to climb or descend and allocating final cruising level;
  • providing information to aircraft about weather conditions;
  • ensuring that minimum distances are maintained between planes; controlling movements onto and off runways;
  • handling ground movement of planes around the terminals;
  • handling ground movement of vehicles around the airport; and
  • handling unexpected events, emergencies and unscheduled traffic.

  • a Bachelor’s degree in any of the following fields: Public Administration, Sociology, Information Technology, Economics, Business Administration, Anthropology, Public Policy and Administration, International Relations or Government from a recognized university;
  • passed the Immigration Officers’ induction course examination;
  • a certificate in computer application skills from a recognized institution; and
  • shown merit and ability as reflected in work performance and results.
Duties and Responsibilities

The officer will be responsible for coaching and mentoring staff in the Ministry responsible for Immigration and Visa Services.

Duties and responsibilities will include:
  • coaching staff on recommendation procedures for issuance of documents: (passports, permits, residence certificates, alien certificates, visas, visitor’s passes);
  • training personnel on verification of documents submitted in support of application for immigration services;
  • recommending action on complaints or intelligence for investigation;
  • acting on complaints and enquiries; and
  • instructing on gathering immigration related intelligence matters.

Duties and Responsibilities

The officer will be responsible for coaching and mentoring officers in the Ministry responsible for Education. Specific responsibilities will include providing guidance and advise on:
  • designing and developing curriculum content, training materials, training modules, and teaching aids;
  • managing curriculum development programs;
  • developing curricula to be used by training facilitators and/or instructors and training participants;
  • standardizing training materials and content;
  • delivering accurate documentation within a specified deadline and timeline and to work with web-based media; and
  • working closely with teachers and school administrators in South Sudan to design and roll out a curriculum that provides students with a high quality education.

For appointment to this grade, an officer should have:
  • served in the grade of Printer I, Job Group ‘K’ for a minimum period of three (3) years;
  • a Diploma in Printing Technology from a recognized institution;
  • a relevant certificate in computer applications; and
  • shown merit and ability as reflected in work performance and results.
Duties and Responsibilities

The officer will be responsible for coaching and mentoring Printing Staffing of the National Examinations Council. An officer at this level may be deployed in any of the following functional areas:

Examination Production Planning and Control

Duties at this level include:
  • estimating of paper quantities and other examination materials requirements;
  • writing and issuing material requisitions for user functions;
  • analyzing of operations of the daily dockets and customer attendance; and
  • providing necessary data for lading and scheduling of machines.
Letter Assembly (Computers)

Duties at this level include:
  • keying/entering and editing jobbing work of straight text;
  • keeping and maintaining records of all data diskettes;
  • effecting corrections (editing) of jobs of a complicated nature on the text terminals; and
  • storing and retrieving data.
Letter Assembly (Hot Metal)

Duties at this level include:
  • typesetting and assembling printing jobs;
  • assisting in make-up of pages for multi-page jobs;
  • setting and effecting corrections of linotype work;
  • splitting pages for work with compositions on stone; and
  • operating mono-type keyboards, super casters or composing casters.
Proof-Reading

Duties at level include 
  • copy-holding and proof-reading printed jobs.
Graphic reproduction and offset machine printing

Duties at this level include:
  • operating A2 paper size machines;
  • printing colour jobs and mixing chemicals;
  • recording job printed on machines; processing combination of line and tone plates;
  • making line colour separations;
  • handling unexposed films in the darkroom;
  • shooting and developing black-white halftones;
  • drawing layouts; assembling two colour jobs; and
  • assisting in handling complex multi-colour, colour separation and classified work.
Letter Press Machine Printing

Duties at this level include:
  • operating printing machines;
  • printing both half-tone and line colour jobs;
  • mixing printing inks containing types, line blocks and halftones;
  • cleaning and preserving mixed bases such as types, solids and half-tones after printing; and
  • recording jobs printed on this machine.
Printing Finishing (Binding)

Duties at this level include:
  • operating folding machines, sewing and binding books;
  • gathering and collating printed sections before binding;
  • assisting machine operators in gelatin;
  • loading and unloading machines;
  • doing simple maintenance on machines such as general cleaning and periodic oiling; and
  • undertaking case binding and library style binding.
Human Resource Management Officer

  • preparing daily lesson plans to help the children start learning basic education to get them ready for primary school;
  • setting educational plan each day which the children will be involved with as a group;
  • preparing creative activities for the children to complete each day;
  • preparing various activities for the children to engage in such as arts and crafts;
  • preparing outdoor activities and games for the students;
  • ensuring a safe play environment for the children to engage in activities within;
  • catering for the basic needs of children and providing a comfortable, nurturing environment for the little ones within their care; and
  • monitoring children’s development, progress and making notes of the progress of each child.
