Urban Food Subsidy Programme -Financial Literacy Services
(Mombasa County)
I Background
In an attempt to cushion the poor and vulnerable Kenyans against rising food prices, the Government of Kenya (GOK) in 2009 established a multi-sectoral Taskforce under the Office of the Prime Minister (OPM).
The
main objective of the Taskforce was to review, evaluate and critically analyze
the subsidy arrangements with a view to developing a comprehensive and
well-targeted programme that is efficient, accountable and minimizes
opportunities for abuse while at the same time benefiting the food insecure
Kenyans, including the urban and rural poor.
The taskforce proposed to target 40,000 urban poor households in Nairobi, Mombasa and Kisumu with an objective to protect vulnerable and poor households in these areas from the negative impact of food insecurity.
The
Government through the Ministry of Gender Children and Social Development
(MGCSD) has embarked on the implementation of the programme and has allocated
K.shs 198 million for cash transfers in Mombasa County targeting 10,000 poor
and vulnerable households for a period of 8 months.
In order to ensure that the benefits of the cash transfer go beyond the duration of the programme, the Ministry of Gender has requested Concern Worldwide to provide financial literacy services so as to help beneficiaries extend the benefits of the transfer beyond the immediate household needs and facilitate a natural exit process from social assistance through small scale investments.
Financial literacy is a very important component a social assistance programme targeting poor and vulnerable households within the context of limited and unpredictable financial resources as is the characteristic of these households by helping them manage and preserve the few resources they have (or in this case receiving through the cash transfers) and work towards their economic goals.
II Purpose of this Consultancy
Concern is seeking qualified consultants to undertake the following:
1. Develop a basic financial literacy module target semi-literate poor and vulnerable households in Mombasa County.
The
module will at minimum include the following:
i) Basic principles of money management
- Assessing
your financial situation
- Setting
financial goals
- Distinguishing
between needs and wants
ii)
Managing cash flow
- Making
a financial plan
- Developing
a budget
- Following
a budget
- Spending
wisely
iii)
Starting and managing your own business
2. Undertake an orientation training for key government staff on the contents of the financial literacy module
3. Undertake training of facilitators to facilitate the financial literacy training based on the developed module in the urban slums of Mombasa county
4. Provide oversight in the facilitation of the financial literacy trainings at the community level targeting atleast 7000 households

V Reporting
The consulting agency will report to the Food, Income and Markets Coordinator within Concern.
VI Qualifications and Required Inputs
The key qualifications of the consultancy organization or firm and consultants within the firm are as below:
- The
consultant will be an organisation/firm or consortium of
organisations/firms with experience in experience in provision of
financial literacy services or business development services for
semi-literate rural communities
- The
consultant will demonstrate the capacity to field a high quality team of
field staff with continuous, high quality support and quality control to
be provided by the core team at all stages of the process.
