Deputy Chief of Party Operations: Administration and Finance, Kenya

Tetra Tech ARD headquartered in Burlington, Vermont and Washington, D.C., is accepting expressions of interest from qualified Deputy Chief of party candidates for an upcoming governance project in Kenya.

This project will examine national policy implications of newly legislated devolution mechanisms, build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments, and strengthen the role of civil society as a partner in governance.

Crosscutting Responsibilities:
Provide leadership, supervise and mentor local administrative and financial staff to effect sound project management, fiscal and administrative due diligence and the development of organizational and individual capacities.*
Identify and implement changes in administrative and financial policies and procedures that will enhance the cost effectiveness of program implementation.
Execute operational planning/budgeting procedures and tools outlined in Tetra Tech ARD’s Standard Operating Procedures that require technical units to provide adequate advance notice of support needs to financial, administrative, logistical, HR, and procurement units.
Assist the COP to arrange technical and administrative support for short-term consultants and contractors, including orientation on AHADI’s functions and support.
Ensure compliance of AHADI Project operations with USAID, and Tetra Tech ARD Home Office administrative policies and guidelines.
Support AHADI implementation efforts throughout Kenya when requested by the COP.
Respond to pertinent information requests from project partners and other relevant organizations/institutions;
Administer and manage the efficient utilization and maintenance of project resources, including vehicles, IT and office equipment and furnishings, and any other physical assets purchased by or assigned to the project;
Advise the COP on all policy matters concerning project administration and financial management.
Finance
Oversee financial management of the project.
Ensure overall due diligence and appropriate controls in all fiscal management operations.
Provide financial control and oversight of regional offices.
Direct all aspects of the project financial accounting system, including managing cash flow, tracking expenditures relevant to operating budget, and preparing and reconciling monthly financial reports;
Assist the COP in preparing local budget projections, using the operational budget;
Reconcile bank records and prepare monthly bank accounts reports;
Prepare financial reports of local expenses by category (labor, transportation, equipment, supplies, etc.) as requested;
Project, monitor and assure replenishment of cash in bank accounts;
Monitor project financial situation and report regularly to the COP and Tetra Tech ARD Home Office on financial status;
Oversee and reconcile all financial reporting to ensure compliance with Tetra Tech ARD and USAID requirements, and scheduling;
Ensure that monthly financial statements and management information are prepared and submitted on time;
Ensure compliance with USAID and Tetra Tech ARD procurement regulations and processes, consulting with the home office to maintain compliance with ARD’s Procurement Handbook procedures;
Approve financial requests and/or sign liquidations in the absence of and when authorized by the COP;
Develop appropriate and relevant documentation for and supervise the proper implementation of all financial and administrative policies and procedures
Qualifications:
Master’s degree in Business Administration, Finance, Commerce or related field.
Minimum of 8-10 years’ experience managing USAID/USG funded projects.
Excellent planning, management and organizational skills. Skilled in organizing resources and establishing priorities.
Strong leadership, analytical and organizational skills. Demonstrated ability to work both independently and within a team. Demonstrated skill in quickly assessing priorities and opportunities and managing a variety of activities with attention to detail.
Excellent interpersonal skills and ability to interact professionally with donor, project stakeholders, in-country collaborators and staff at all levels of the organization.
Strong MS Office skills, including Excel.
Strong written and oral presentation skills in English.
