AMPATH is a program under the auspices of Moi Teaching & Referral Hospital and Moi University in collaboration with Indiana University School of Medicine, all uniting their resources towards tackling Kenya’s major health problems. 

AMPATH operates in mainly the North Rift, Western and Nyanza Provinces. 

AMPATH is the umbrella of all sponsored projects within the Moi Teaching and Referral Hospital and Moi University College of Health Sciences.
 
AMPATH Plus is the grant given to AMPATH by the American people through USAID in support of its activities in HIV care and other related activities. The purpose of the grant is to provide support for a 5-year Program jointly carried out by Moi Teaching and Referral Hospital, Moi University and Indiana University, which is sub grantee.

AMPATH is seeking to employ suitable persons for RSPO to further strengthen the ability of RSPO to handle all administrative and finance activities for AMPATH in the following section:-

Supplies and Procurement Department
 
Supply Chain Officer (Procurement)

Reporting to the Supply Chain Manager, the Supply Chain Officer will assist the Supply Chain Manager to deliver on the objectives of the function 

Core duties and responsibilities:
  • Assist in the preparation of tender documents and for the whole Procurement process
  • Maintain the quotation register, duplicates of Local Purchase Orders (LPO) and Local Service Orders (LSO) files; requisition and issue voucher file, counter receipt voucher file and Delivery Note file
  • Manage the procurement of AMPATH Projects, from prequalification stage up to and including contract management
  • Manage, together with the legal expert in the AMPATH, supervision of preparation of contracts and tender documents within the legal and policy framework
  • Review and comment on chosen procurement method, contracts, annexes and tender documents
  • Ensure implementation of procurement policies and procedures by Contracting Authorities/line ministries in tendering for  Projects
  • Review comparison of received Procurement bids to determine Value for Money and decide on maximum level of acceptable bids
  • Supervise the issuance of standard prequalification and tender documents
  • Ensure that the tendering and selection is implemented in a fair, equitable and transparent manner and in accordance with the Public Procurement and Disposal Act and regulations.
  • Carry out any other assigned duties related to procurement as assigned.
Applicants must meet the following minimum requirements:
  • A Bachelor’s Degree in any of the following:- Commerce, Business Administration, Economics, Procurement and Supplies Management, Marketing from a recognized institution.
  • Minimum 5 years of relevant experience
  • Knowledge and understanding of Government procurement guidelines and other donor requirements eg USAID, NIH, CDC
  • Must be a member of a professional body KISM or its equivalent
  • The ability to work under pressure to deadlines
  • Ability to work in fastpaced environment and prioritize multiple projects
  • Strong organizational and time management skills
  • Competency in Microsoft applications including Word, Excel and Outlook.
  • Organizational, verbal and written communication skills a must.

Supply Chain Officer (Stores)
 
To coordinate material control functions to ensure effective receiving, storage, retrieval, delivery, and materials accountability systems to support the organization’s objectives, in accordance with laid down systems, procedures and guidelines while maintaining high standards of accuracy.

Key Responsibilities:
  • Identify, classify and code all items promptly and accurately
  • Maintain an updated database of assets acquired for AMPATH in each financial year
  • Liaise with relevant user departments on disposal of obsolete and scrap materials/assets
  • Ensure goods are received on time, properly packaged and as per specifications in LPO
  • Issues stocks to user department  as and when required
  • In liaison with user departments raise goods received note for items received and submit the same to accounts for payment purposes.
  • Organise periodic stock takes in liaison with finance dept. and provide a record of physical balances for comparison with the ledger and prepare stock take reconciliation report
  • Inform users on receipt of goods
  • Ensure goods are dispatched on timely basis and maintain accurate records of all stock movements on relevant documentation
  • Liaise with transporters and field offices to confirm full and timely delivery of dispatched goods
  • Prepare monthly stores issue report for the purpose of cost centre charging to accounts dept.
  • Receive and record all invoices in the register and then forward to the Finance Officer for processing of the payment
  • Maintain the Asset and disposal registers

Knowledge, Skills and Abilities
  • Degree in purchasing and supplies or stores/warehouse management or related field
  • Member of CIPS or KISM
  • A minimum of three years’ experience in stores/ warehousing and inventory/asset management
  • Familiarity with supply chain processes and procedures
  • Good Interpersonal and Public relations skills
  • The ability to work under pressure to deadlines
  • Strong organizational and time management skills
  • Competency in Microsoft applications including Word, Excel and Outlook.
Supply Chain Assistants

2 Positions
 
Reporting to the Supply Chain Manager he/she will assist to deliver on the objectives of AMPATH

Core duties and responsibilities:
  • Ensure that procurement activities undertaken by the AMPATH are in line with the Programs  procurement policies and procedures
  • Assist in the preparation of tender documents and in the whole Procurement process including: preparation of tenders; identification of potential suppliers and consultants; carrying out market surveys, evaluation of tenders and preparation of contracts
  • Scheduling of deliveries and ensuring that inspection/testing criteria are met by the suppliers
  • Maintain the quotation registers, duplicates of Local Purchase Orders (LPO) and Local Service Orders (LSO) files; requisition and issue voucher file, counter receipt voucher file and delivery note file
  • Assist in consolidation of procurement plans for all projects/programs
  • Order progressing
Applicants must meet the following minimum requirements:
  • Diploma in Supplies Management/Supply Chain Management from a recognized Institution.
  • Minimum 2-3 years of relevant experience
  • Knowledge and understanding of Government procurement guidelines, and other Donor Requirements e.g. USAID, CDC
  • Must be a member of KISM or CIPS
