Solidarites International Partnership Administrator Job in Kenya

Line Manager: Partnership Coordinator


Location: Based in Nairobi with frequent travel to field sites (30% in the field)

Duration: 1 year with possibility of extension

Solidarites International, PISP and VSF-G formed a partnership to respond to an EC Water Facility call for proposals on behalf of vulnerable populations in Northern Marsabit.

The objective of the EC Water Facility is to help achieve the water and sanitation MDGs, in particular to halve by 2015 the proportion of people without sustainable access to safe drinking water and basic sanitation.

The project will cover 3 large and newly created administrative Districts of North Horr, Chalbi and Loiyengolani. The region is extremely remote and has long been neglected in terms of infrastructure development and service delivery by Government of Kenya agencies and international organizations/agencies.

1/ Objectives of the position:

The objectives of this position include overseeing and managing, jointly with the three partners, budget for the partnership, ensuring financial reporting and doing all accounting required.

2/ Hierarchy

·       This position is under the authority of the Partnership Coordinator;

·       This position will have a functional reporting to the SI Administrative Coordinator on all administrative technical aspects and reports;

·       This position will work in close relationship whit the administrators from all three partners;

3/ Key responsibilities

Without being limitative, the key responsibilities of the position include:

On budget management

·       Responsible to receive and compile the monthly BFU (Budget Follow Up) from each partners, in the validated format), on time.

·       To analyse the donor rules (flexibility on different chapters), make recommendation and ensure compliance with donor regulation.

·       To send, on time, to SI Administrative Coordinator the compiled BFU with analysis and recommendation.

·       Responsible to forecast expenditure for consortium budget and update the follow up on a monthly basis.

·       To update the co funding plan for each partner.

·       Prepare answers to donor queries on budgets and financial reports.

On reporting

·       Responsible to receive and compile the yearly financial reports from 3 partners (in the donor format) on time.

·       To send to SI Administrative Coordinator the compiled Financial Report.

·       Responsible to receive and compile the amendment propositions from 3 partners (in the donor format).

·       Make follow-up on cash request from Consortium Members and manage cash requests/reconciliation with agencies and the filing of these documents.

·       Responsible to compile periodic inventories (stock and fixed assets).

·       Keep all records in an appropriately and logically labelled filing system.

On accounting

·       Ensure the filling of accounting files are properly filled and available for audit.

·       Responsible to received monthly expenditures list from the three (3) partners on time

·       Identify, on monthly basis, for all three (3) partners, panels of invoice to be thoroughly checked.

·       Conduct, on a monthly basis, the check of panels of invoices to ensure donor compliancy and that all procedures are respected (invoice, purchase file, contracts, etc…) and report to the Partnership Coordinator and the SI Administrator Coordinator.

On consortium meeting

·       Responsible to explain financial situation of the grant.

·       Responsible for secretary.

On training

·       Responsible to provide adequate support to each partner according to the identified lacks (accounting, budget management, reporting, etc…)

4/Qualifications and experiences requested

Education:

·       University degree in accounting, administration and/or other relevant degrees.

Experience:

·       Minimum 3 years experience in accounting for international NGOs

·       Previous financial project management experience with EuropAid

·       Previous experience on donor compliancy

·       Previous experience as auditor is an advantage

·       Very good knowledge of EuropAid financial and funding regulations and procedures

·       Good knowledge of Europe Aid financial reporting.

Languages:

·       English

Computer skills:

·       Very comfortable with Excel software.

1. Job Title: Area Manager (1 Post)

Job Profile: Reporting to the General Manager - Operations, the successful candidate will be responsible for ensuring continuous development and improvement of agricultural farm technologies and methods in the Region to attain set production objectives and goals, and also ensuring continues development and improvement of forest conservation as per the plans and strategies of each zone under his/her charge and those of the Corporation.

Key Responsibilities:

·       Formulation, development, implementation and review of agricultural, forestry and conservation policies, strategies and programs.

·       Ensuring continuous improvement of green leaf and fuel wood yields and quality through introduction of latest farm/forestry technologies and methodologies in addition to advising Zonal Managers on technologies necessary for effective management of tea crop and forests.

·       Liaising with external institutions including research institutions and Government agencies in the promotion of tea production and forest conservation as well as fostering collaboration with various stakeholders.

·       Coordinating the preparation of budgets of Zones plus work plans; ensuring effective control of activities and costs, as well as the attainment of set goals and objectives.

·       Leading and guiding the establishment of tea and forest management systems/procedures, and effective management of crops as per plans and strategies in all Zones in the operational area.

·       Liaising with stakeholders in promotion of tea/tree nurseries and effective management of crops/trees plus tea factories for quality and timely delivery of green leaf.

·       Capturing, compiling and maintaining accurate statistics of tea growing farms, providing timely periodic comparative output statistics and advising on enhancing productivity and required improvements in weak growing areas.

·       Monitoring the expansion of tea/forest growing areas and their respective hectarage, and providing analytical data and information required to improve yield per acre.

·       Coordinating field trial on research programme, and liaising with research institutions, Government Agency and other related institutions in promotion of farm technologies for quality and quantitative green leaf output and management of farms.

·       Collecting information on forest conservation, analyzing and distributing to Zones for implementation; in addition, carrying out efficiency analysis on the forest conservation programme and planting processes.

·       Developing production plans and disseminating them to appropriate users.

·       Liaising with Zonal Managers on maintenance and management of Zonal operations.

·       Promoting positive corporate image.

·       Ensure that all regional resources are efficiently and effectively managed.

Persons Profile:

·       Must be a holder of a university degree in a Agro forest or related field.

·       Must posses a Diploma in Management.

·       Must be a person who is market oriented, cost consciousness and quality mindedness.

·       Must be a person with excellent interpersonal skills, unquestionable integrity, team player and able to work with minimum supervision.

·       Holders of MBA have an added advantage.

·       Must have a minimum of 7 years of relevant experience.

2. Job Title: Zone Manager (2 Posts)

Job Profile: Reporting to the Area Manager, the successful candidate will be responsible for ensuring continuous development and improvement of agricultural farm technologies and methods to attain set production objectives and goals, and also ensuring development and improvement of forest conservation in the zone as per the plans and strategies of the Corporation.

Key Responsibilities:

·       Managing the Zonal office in accordance with approved policies and procedures of the Corporation.

·       Monitoring the performance of all green leaf production units and forest conservation in the assigned zone.

·       Enhancing quality standards of green leaf and forest conservation as per approved policies.

·       Participating in the preparation of budget and control through effective utilization of available resources in the Zone.

·       Preparing and implementing approved scheduled work plans for all field activities.

·       Ensuring timely availability of required supplies/inputs for timely achievement of set performance targets.

·       Monitoring and reviewing the production and forest conservation level against set targets.

·       Training employees on production methods, process standards and specifications of green leaf and forest conservation.

·       Coordinating and organizing for timely collection and delivery of quality green leaf from buying centres.

·       Supervising, appraising staff and identifying their development and training needs.

·       Preparing timely and accurate reports and distributing them to appropriate users.

·       Planning and operating the transport system, including proper maintenance of transport fleet for green leaf collection and delivery to the factories.

·       Planning and coordinating agricultural and forest development projects in the Zone, including monitoring the expansion of tea growing areas and their respective hectares.

·       Ensuring establishment of the seedlings nurseries in the respective zone.

·       Effectively managing the labour issues and the welfare of employees in the zone.

·       Promoting positive relations in the community and participating in the development committees in the Zone.

·       Coordinating the preparation of muster roll and payment of wages in the assigned Zone.

·       Performing any other duties as may be assigned from time to time.

·       Ensure that all zonal resources are effectively and efficiently managed.

Persons Profile

·       Must be a holder of a degree in Bsc (Agro forestry) and a diploma in Management.

·       Must be a person with excellent interpersonal skills, attention to details, unquestionable integrity, team player and able to work with minimum supervision.

·       Must have good negotiation and conflict resolution skills.

·       Holders of MBA have an added advantage.

·       Must have a minimum of 3 years of relevant experience.

3. Job Title: Factory Electrician (1 Post)

Job Purpose: Reporting to Plant Technician, the officer will be responsible for repair and maintenance and ensuring safety of the electrical machinery and equipment in the factory.

Key Responsibilities

·       Adhere to and Implement policies and strategies on machinery and equipment

·       Develop Maintenance and servicing schedules for all electrical machinery and equipment in the factory

·       Report any damages and replacement immediately

·       Ensure timely Inspection, testing, repair, maintenance and service of electrical machinery and equipments.

·       Proper record keeping of all factory electrical machinery and equipment

·       Provide guidelines and basic training on proper use and maintenance of electrical equipment and machinery

·       Ensure provision of Safe working conditions within the factory and eliminate hazards and risks.

·       Prepare and avail information and reports on all activities

Minimum Requirements

·       KCSE C

·       Must possess National Diploma in Electrical Engineering from a recognized institution

·       Must have 5 years of relevant experience
