Position: Social Investment Supervisors 

(2 Positions)
 
Reports to: Field  Social Performance  Manager
 
Job Purpose: 
  • Be the key field based representative for all social investment activities.
  • Support and oversee the day to day execution of all site based social investment and local community development initiatives according to the applicable polices and guidelines.
  • Enable operational activities by enhancing community development outcomes through social investment programmes and initiatives.
  • Support the stakeholder engagement activities within the areas of impact. 
  • Work closely with local implementing partners, which may provide guidance on community development strategy and implementation. 
  • Provide support to the Group’s national level programmes and Local Content initiatives that are extended to impacted communities.
Responsibilities:
 
Social Investment (SI) & Community Development
  • Work closely with the Field Supervisor Stakeholder Engagement (FSSE), the Field Social Performance Manager and Social Investment Manager to ensure that grassroots social interventions and investment programmes are aligned to key operational risks, impacts, community development requirements and Tullow’s Social Investment Standards.
  • Take a leadership role in stakeholder engagement, identifying community needs/issues in order to advise on social investment so that Social Investment projects/initiatives can both help to manage social impacts and meet community aspirations.
  • Ensure stakeholder engagement process results in appropriate participation and sustainability of projects by securing stakeholder “buy in” from project concept design through to implementation and exit.
  • Work closely with implementing partners to design, develop and drive community Social Investment activities in collaboration with stakeholders.
  • Support the collation of baseline data and work of specialist consultants as requested to ensure desired outcomes are met.
  • Monitor the work of assigned implementing partners to ensure that they deliver in accordance with agreed work plans and signed grant agreements, contracts and any community issues/concerns are reported and addressed appropriately.
  • Ensure that periodic, reliable measures and indicators of Social Investment project impact are collected and reported to the Social Investment Manager
  • Assess progress in achieving results for assigned activities, and highlight when projects are under performing; make recommendations regarding corrective action; and provide written activity status reports
  • Review the community development context, results indicators, and activity implementation progress with the aim of identifying emerging problem areas and new priorities.
  • Provide relevant project data/information to the Social Investment Manager to ensure effective communication around the respective Social Investment initiatives.
  • Ensure that Social Investment initiatives are highlighted in an appropriate manner during community engagements to promote understanding of the Social Investment projects and community ownership.
  • Develop and maintain relevant project documentation to guarantee proper audit trail, closure and sustainability of Social Investment projects.
  • Cooperate and support community engagement activities and develop and maintain working relationship with county administration on the SI initiatives
  • Support the execution of national level and Group Social Investment initiatives that are extended to impacted communities.
Requirements
  • Degree qualification in Humanities / Social Science / Arts. 
  • Three years previous experience working within a community development / social performance role (potentially within a NGO / CSO environment).
  • Previous exposure to technical aspects of community needs assessment, stakeholder engagement / participatory community engagement processes would be desirable.
  • Experience within a marginalized community environment would be desirable.
  • Experience working in Turkana and knowledge of local languages is a strong advantage
  • Experience in developing and executing social investment and community development projects at a grassroots level is essential.
  • Familiar with relevant international guidelines on investment (IPIECA, IFC, ICMM etc).
  • Proficient in basic project management.
  • Ability to implement strategies (including key stakeholder engagement) to secure desired outcomes and support objectives.
  • Demonstrated ability to build and maintain a network of local stakeholders and informed parties.
  • Ability to work with external consultants / advisors (as appropriate) to support key deliverables and build capacity. 
  • Able to work on own initiative as well as effectively as part of a team.
  • Excellent written and verbal communications skills.
  • Establishes priorities and works with minimal direction.
  • Collaborative with heightened communications and related interpersonal skills.
  • Demonstrates a personal commitment to Health, Safety and the Environment.
