Task Order Response Specialist

Atlantean seeks to identify a qualified Task Order Response Specialist candidate to support USAID/Kenya’s Office of Population and Health (OPH) and USAID/East Africa’s Regional Health and HIV/AIDS Office (RHH). 
Competitive Task Order Response Specialist candidates must have strong analytical skills and significant experience and success in competing for contracts and delivering task order responses. 
This position will be based in Nairobi, Kenya with possible travel throughout East and Central Africa. 
The Task Order Response Specialist will be responsible for but not limited to the following specific duties and deliverables:

Responsibilities and Deliverables:
  • Assume role as proposal manager for all IDIQ TO requests, estimated at 4 TO per month.
  • Coordinate with each of the field office’s subject matter experts and technical specialists.
  • Manage the TO response solution design, writing, and review process and ensure that the TO responses clearly demonstrate our proposed approach, are of professional quality, and are delivered on time.
  • Manage all data requirements to meet task orders.
  • Prepare reports and work break down and timelines to meet task orders, as required.
  • Assist in coordination and reporting outputs for meetings with other program management staff.
  • Any other duties as required.
Minimum Qualifications:
  • Applicants must have a Bachelor’s Degree (Masters preferred) in a relevant field (such as such as Finance, Business Management, Accounting, Public Administration or related field) and at least 5 years of related experience.
  • Expertise in writing proposals, contracts, or task order responses with US Government experience highly preferred.
  • Knowledge and prior experience responding to task orders for large contracts.
  • Excellent communication skills in written and spoken English.
  • Demonstrated proficiency in Microsoft Office Suite, especially PowerPoint, Word and MS Excel.
  • Demonstrated understanding of the impediments to health within the African context.
