Terms of Reference (TOR) for Consultancy for Gender Sensitivity and
Mainstreaming Training for Save the Children’s Partners and Staff
Background
Save
the Children has been operational in Kenya since 1984, providing support to
children through developmental and humanitarian relief programmes delivered
both directly and through local partners.
Current
programming focuses on child protection, child rights governance, education,
health, HIV and AIDS, livelihoods, nutrition and WASH.
Save
the Children has an operational presence in Dadaab Refugee Camp, Eldoret,
Habaswein, Mandera, Meru and Wajir and has a logistics hub in Garissa.
Currently, we have a staff complement of approximately 370 staff and expenditure
of approximately US$30 million.
With
funding from CIDA and in partnership with four national organizations, Save the
Children is currently implementing a five year project named Children Lead the
Way (CLW).
This
participatory child-focused programme focuses on working girls and boys, and
children affected by HIV and AIDS with a view of securing their rights to
survival, protection, education, health and participation.
The
project takes a stand in favour of working children and realizes that children
above the minimum age of employment (16 years in Kenya) who must work for their
survival should access decent work in terms of wages, working hours, and
working conditions.
At
the same time, the project advocates strongly for the elimination of all Worst
Forms of Child Labour (WFCL) in Kenya.
Gender
is a cross cutting issue in the project and it has necessitated capacity
building for the implementing partners in gender sensitivity and
mainstreaming in order to achieve the desired project result.
Save
the children therefore seeks consultancy services for this training for project
partners and staff.
Training
Objectives
The
training will bring together Children Lead the Way (CLW) project team with the
following key objectives:
- Building
foundational understanding of key gender concepts & gender within Save
the Children
- Building
understanding of gender in the Kenyan context
- Exploring
how gender can and should be built into the various stages of the project
cycle
- Mapping
vital gender considerations within the program, and identifying
solutions/strategies for gender sensitive work
- Building
capacities for applying gender analysis and utilizing gender sensitive
tools for engaging children and youth (i.e. Gender Maps Toolkit)
Specific
tasks for the Assignment
The
Consultant will be responsible for the following activities:
- Reviewing
key CLW documents and any relevant literature related to gender
- Together
with the key Save the Children team, design a gender workshop
- Developing
training materials. Training materials include PowerPoint presentation,
discussion questions/exercises, and virtual modules (as needed).
- Actual
facilitation and skills delivery
- Documentation
and reporting –both in hard and soft copies for all training materials
Responsibility
of Save the Children
- Develop
the TOR and draw the contract for consultancy services for the training
- Provide
necessary project background materials
- Provide
technical and logistical support to the consultant during the
training/workshop period
- Mobilize
and schedule teams and the key programme staff to participate in the
training
- Review
and provide comments to the workshop design, training materials/documents
and workshop report
- Cover
the costs of the consultant as per the contractual agreement
Duration
of the Assignment
The
task right from the documents review all through to the actual training will
take not more than six days
Consultant’s
Skills and Experience
- A
Master’s degree in Gender and Development. If a Master’s degree is
missing, at least 8 years of relevant work experience in programming ,
institutional development & capacity building in the area of gender
and development.
- Knowledge
of child rights, child protection and labour issues
- Demonstrated
facilitation/training skills
- Demonstrated
strong oral and written communication ability;
The
Consultant must abide by the Save the Children Child safeguarding protocol,
which is a statement of Save the Children’s commitment to preventing abuse and
protecting children with whom it comes into contact. This extends not only to
children with whom and its partners work directly, but also includes children
whom staff is responsible for. Save the Children believes that the situation of
children must be improved through the promotion of their rights as set out in
the United Nations
