Tetra Tech ARD headquartered in Burlington, Vermont and Washington, D.C., is accepting expressions of interest from qualified Civil Society Expert candidates for an upcoming governance project in Kenya.
This project will examine national policy implications of newly legislated devolution mechanisms, build the capacity of local governments, improve service delivery at the local level, establish communication and coordination mechanisms between the central government and county governments, and strengthen the role of civil society as a partner in governance
Responsibilities
Working under the overall direction of the Chief of Party (COP) and Deputy Chief of Party, and in coordination and collaboration with project technical staff, the Component Three Team Leader (Civil Society Expert) will have the primary responsibility of ensuring the timely provision and delivery of all technical activities.
Illustrative responsibilities include:
Participate in all work planning activities,
Provide technical advisory services and training and facilitation for program activities;
Write Scopes of Work for consultants and subcontractors;
Interface with county councils, civil society organizations, the public, and other partners;
Contribute to written Quarterly and other progress reports; and
Supervise other staff experts assigned to the Component.
Qualifications:
Masters degree in communications, sociology, international development, public administration, government, or related field;
A minimum of 5 to 7 years of professional experience in the technical areas.
Prior experience providing technical assistance on USAID programs or other donor-funded related programs;
Prior experience working in Kenya, and Sub-Saharan Africa is strongly preferred;
Proven track record in civil society engagement, capacity development and advocacy, as well as experience in Government and Civil Society relations.
Strong interpersonal, oral and written communication skills;
Fluency in English is required; knowledge of Swahili is a plus;
Kenyan nationals strongly encouraged to apply;
