mothers2mothers (m2m) is an international non-governmental organisation headquartered in Cape Town, SA, dedicated to providing education and support to pregnant women and mothers living with HIV, and preventing mother-to-child transmission. 

m2m empowers HIV-positive pregnant women and new mothers to become role models in their communities by promoting AIDS awareness, testing and services. 

m2m currently operates in 6 countries in Africa and receives funding from a diverse set of funders. 

mothers2mothers Kenya invites applications from interested and suitably qualified candidates to fill the following position:

Project Director - KMMP

Purpose: To direct m2m’s Kenya Mentor Mother Program (KMMP) project, including technical assistance to the MOH, implementation support services to partners and counties, and direct implementation at model sites. 

The position reports to the Country Representative and is based in Nairobi.
 
Key Outcomes:

  • Lead the development, implementation and periodic review of project planning, aligned to donor, MOH and m2m priorities (including TA to the MOH, support services to implementing partners/counties, and direct implementation at model sites).
  • Facilitate the employment, development and performance management of project staff, promoting team work and the values, vision, mission and culture of m2m at all levels.
  • Act as the primary project liaison to the MOH at the national level, including joint KMMP strategic planning and provision of TA.
  • Manage relationships with project donors, ensuring quality implementation, reporting and compliance with donor requirements.
  • Track and manage financial progress of project implementation, ensuring expenditures are within budget, and coordinate project budgeting in partnership with the finance team.
Knowledge, Experience and Competencies required:
  • Master’s degree in the health or social sciences, management, or equivalent.
  • Minimum 7 years’ experience in the field of public health including at least 3 years in PMTCT/MNCH/SRH/ HIV (experience in peer education and psychosocial support a distinct advantage).
  • Substantial MOH and NGO experience at the national level in Kenya including relationship management (experience with a national program scale up a distinct advantage).
  • Excellent leadership skills and the ability to translate the organization’s vision and mission into concrete action.
  • Demonstrated project management skills, including project cycle management, financial management and strong critical thinking and decision making skills.
  • Demonstrated people management and relationship management skills, including performance management, team building, communication, consultation and negotiation skills.
  • Evaluations and operations research experience, including strategic use of research findings to influence policy and practice.
  • High level of computer literacy, report writing and presentation skills
  • Fluency in English and Kiswahili is essential.
  • Enthusiasm to work on behalf of the m2m’s mother and infant clients.

Job Purpose: To effectively manage & direct Sidai Africa’s financial & IT resources to allow the company to achieve the social and commercial objectives set by the Board, and to support franchisees to deliver high quality services to livestock keepers and to develop profitable businesses
Key responsibilities

Effective Financial & IT systems
  • Identify key financial risks throughout Sidai Africa’s operations and design & implement high quality, efficient & effective control systems to monitor and mitigate those risks
  • Support the Director of Operations to design & implement high quality, efficient & cost-effective systems to produce relevant, accurate and timely data on franchise performance & quality
  • Design & implement high quality, efficient & cost-effective IT systems which support the company’s social & commercial objectives and overall commitment to quality
  • Ensure that systems remain appropriate and effective as Sidai Africa’s operations develop
  • Ensure the attainment of high ratings on audited accounts and systems on an annual basis.
Day to day Management & Monitoring
  • Support the MD in preparing and monitoring annual and quarterly operational plans and budgets including key performance indicators, ensuring that early action is taken to address issues and opportunities arising therefrom
  • Support the MD in agreeing, monitoring and tracking key financial indicators and in taking action necessary to achieve financial targets
  • Monitor compliance with the financial control environment through regular management review and internal audit (if appropriate) and take action to strengthen & improve controls when necessary
  • Ensure all financial and IT activity is compliant with relevant statutory legislation and donor / contractual requirements.
  • Plan & manage Sidai Africa’s tax liabilities under existing and proposed legislation
Deliver a High Quality Internal Service
  • Provide excellent quality historical and forecast financial information throughout Sidai Africa to enable managers to understand financial performance and take appropriate action.
  • Manage regular performance and cash flow forecasting throughout the organisation to ensure that up to date information on Sidai Africa’s financial position is available to support key management decisions.
  • Support the Operations Director to assess, monitor and improve the financial performance of franchises as appropriate
  • Ensure Sidai Africa’s IT systems are operational, fit for purpose and support day to day business activity and that any issues arising are resolved on a timely basis
Oversee Financial Training for Franchisees
  • Work with the Operations Director to design an appropriate financial training programme for franchisees
  • Oversee the delivery of the financial training programme as part of a wider suite of training designed & managed by the Operations Director. Deliver training sessions where appropriate. Monitor quality and outputs from the training and take action to address any issues arising.
  • Provide field support to franchisees as appropriate – for example on the job training, business mentoring to franchisee staff and advising the franchisees on appropriate record keeping
Responsibilities with regard to grant management and reporting
  • Support the MD to ensure that Sidai Africa meets its obligations to FARM-Africa Enterprises and FARM-Africa UK in the contractual obligations of the grant to fund the start-up of Sidai Africa Ltd.
  • Ensure that all necessary financial reports on grants received are prepared on time and to a high standard according to an agreed timetable.
  • Support the MD to ensure that the company understands and supports the monitoring and evaluation requirements of the grant and delivers information in a timely manner.
Staff Management
  • Effectively manage the performance of all direct reports and ensure that the importance of financial best practice and proactive service are emphasised through the performance management system.
  • Ensure that appropriate training, mentoring and support are provided for all key support services staff throughout the organisation.
  • Lead on recruiting staff to ensure that candidates with appropriate knowledge and skills and with a commitment to the company’s vision & values are appointed.
  • Ensure that team performance of is monitored regularly, that success and excellence are recognised and performance issues dealt with appropriately.
SMT Membership
  • Provide strategic input to the organisations development and future growth plans.
  • Play a leading role, together with fellow SMT members, in the development of the overall direction of the organisation, focusing on a holistic organisational view rather than a departmental one.

Person specification 
 
The Director of Finance & IT is expected to have a proven track record of leading effective finance & IT teams as part of a successful business in East Africa and to possess the following skills, qualifications and experience:
  • A first degree in a relevant discipline;
  • Membership of a professional accounting body such as ICPAK or ACCA;
  • A minimum of ten years’ financial and IT management experience in successful businesses, ideally in either agro or animal healthcare organisations;
  • Experience of designing & implementing strong & effective systems of financial control;
  • Experience in conducting effective training in financial management;
  • Strong relationship management, project management, report writing, presentation and inter personal skills; and
  • Proficiency in Ms Office – Ms Word, Ms Excel, Ms Power Point

The Role

1 Position

Duties and Responsibilities:

The successful candidate shall be the Chief Executive Officer and Secretary to the Board and shall:
  • Provide visionary, strategic and creative direction and leadership by positioning and representing the School nationally, and internationally;
  • Be the Academic and Administrative head and Accounting Officer of the School, who will manage and plan for the efficient use of School resources;
  • Have overall responsibility for managing, directing, organizing and administering all the activities of the School;
  • Coordinate the development and implementation of the Academic, Administrative and Financial Policies of the School in accordance with the School’s mandate, functions and Strategic Plan;
  • Maintain effective and good order of the School and ensure proper enforcement of Statutes and Regulations;

Requirements:
 
Applicants must meet the following requirements:
  1. A holder of Masters Degree in Law with at least 15 years relevant experience in an academic institution or practice of law; or a holder of an LL.M in Law and a Ph.D in a relevant field with 10 years postdoctoral academic experience or practice of law;
  2. Have at least Eight(8) years administrative experience at senior level and possess demonstrable leadership in a similar academic environment;
  3. Have demonstrable ability to plan, develop and implement academic programmes and projects and develop strategic institutional linkages with experience in resource mobilization;
  4. Have excellent understanding of the current trends in legal education and training;
  5. Be registered with, and an active member of professional associations in their field of competence;

1. Director, Survey, Land Adjudication & Settlement
 
1 Post

In addition to the above, he/she will;

2. Director, Land Use Planning

The Director, Land Use Planning will be answerable to the CEO and responsible for coordinating and providing oversight over land use planning functions in the Commission. 

The director will also advice the Commission through the Chief Executive Officer on all aspects and types of land use planning that the Commission will oversee.

Key Responsibilities:
 
The successful candidate will be a dynamic, pragmatic, competent and hands-on manager and will be required to offer expertise in the following areas:
  • Lead and develop an internal team of urban and regional planning to monitor and ensure land use planning in the country is done correctly as per the functions of the Commission.
  • Develop and prepare an effective and efficient system for coordinating monitoring and overseeing the Commission’s land use planning functions in the national government, county governments and any other agents.
  • Liaise with national government in the preparation of the National Land use Policy, National Land use Spatial Policy and general principles and guidelines on land use planning.
  • Identify and advise the commission on the types and content of various land use plans at different levels — national, regional (county) and local levels.
  • Oversee the preparation of Land Use Plans as a framework for managing public land both at the national and county levels through liaison with national, county and local planning agencies in the preparation, implementation and monitoring of land use plans.
  • Liaise with and oversee other specialized agencies responsible for development planning in transport infrastructure works, energy and oil, mining and other natural resources.
  • Advice the Commission on appropriateness of plans presented for approval by management bodies.
  • Advise the commission on the development of strategic national projects occurring on public land such as Techno Cities, Special Economic Zones, Resort Cities etc.
  • Advise the commission on suitability of land to be acquired for public purposes including creating land banks and land for other uses such as public housing and industry.
  • Establish and maintain comprehensive record of plans for all public land.
  • Coordinate processing of applications for plot allocations, extension of leases, extension of user, change of user and subdivisions at the County Land Management Boards.
  • Liaise with other sectoral agencies with respect to land use planning and development.
  • Provide leadership in developing and nurturing professionalism in land use planning practice at the Commission.
  • Work closely with and consult external partners including third party vendors and consultants.
  • Oversee administrative functions and facilities to ensure efficient operations of the Directorate of Land Use Planning in the Commission.
  • Perform other duties that may be assigned from time to time by the Commission.
Qualifications, Competencies and Experience
  • At least a master degree in Urban & Regional Planning from a university recognized in Kenya.
  • Be registered with the Physical Planners Registration Board in Kenya and with valid membership for the current year.
  • Be corporate member of a recognized planners’ professional Association in Kenya and with valid membership for the current year.
  • At least ten years of relevant experience as an urban & regional planner (three of which should have been in senior management level) in public and or private sector including research and academics.
  • Demonstrate experience and understanding of various types of planning at urban, county and national levels.
  • Well-developed computer literacy skills including GIS and CAD.

3. Assistant Director, Land Adjudication and Settlement
 
The Assistant Director, Land Adjudication and Settlement will be answerable to the Director and responsible for coordinating and administering the Land Adjudication and Settlement functions of the Commission.

Duties and Responsibilities
 
The Assistant Director will assist the Director in the following:
  • Administration, interpretation of any provisions in relevant Laws affecting Land Adjudication and Settlement.
  • Managing Land Settlement fund and/or other similar funds.
  • Identifying land for resettlement purposes and managing the allocation process.
  • Coordinating and ensuring provision of basic infrastructure in settlement schemes.
  • Management of Land Adjudication and Settlement records.
  • Developing a national programme for adjudication and registration of community land.
  • Providing direction and guidance in the management of Group Ranches.
  • Ensuring compliance to standards, guidelines and regulations for land adjudication and settlement programmes.
  • Ensuring implementation of recommendations of monitoring and evaluation reports.
