Provision of Media Agency Services in Family Planning Campaigns
The National Council for Population and Development (NCPD) is a Semi-Autonomous Government Agency under the Ministry of Devolution and Planning whose mandate is to provide leadership in formulating, coordinating and implementing population policies and programs for sustainable development for improvement of the quality of life of Kenyans.

The assignment shall be implemented in two different parts namely:
1. Advertising Agency Services:

Interested Advertising and Media Buying Agents are invited to send proposals which must include the following;
1. Advertising Agency Services (Firm or Individual)
a) Develop and produce the scripts/slogans/logo for public service announcements (PSAs) for family planning campaign messages to be carried on national, regional and vernacular radio and television stations
b) Evidence of past success through portfolio of previous relevant work
c) Capacity to package and translate messages into desired form/languages (including local dialects)
d) The selected firm/individual will be expected to attend a one day brainstorming conference and to present at least 3 options for the visual and copy concepts to a technical committee.
2. Media buying Agents
a) Develop a media plan for a national family planning campaign to be carried on TV, radio and social media.
The plan to indicate:-
i) Coverage in percentage (%) whether National or Regional specified by media type
ii) Reach in terms of the target audiences and supported by an independent survey
iii) Languages spoken in Kenya that are covered under the proposed plan
iv) Specify timings and cost implications and any other information deemed necessary for consideration.
b) Negotiate and acquire media space/time required for a successful campaign on the above media channels.
c) Schedule the adverts and messages placement among the media houses
d) Monitor transmissions by media houses and produce reports to the advertiser as appropriate.
Tender documents may be obtained from Procurement Office - NCPD Headquarters, Room No. 440 on 4th Floor Chancery Building Valley Road, Nairobi during normal working hours, upon payment of a non-refundable fee of Ksh. 3, 000/= in the form of a banker’s cheque.

Candidates who download the tender document from the website will ensure that their fees accompany their tenders in the form of a banker’s cheque and clearly addressed as indicated below. Failure to pay the fee will lead to disqualification of the tender.
Prices quoted should be net inclusive of all taxes and delivery costs, must be expressed in Kenya shillings and shall remain valid for a period of (90) days from the closing date of the tender.
Completed tender documents are to be enclosed in plain sealed envelopes, marked with the tender number and be deposited in the tender box provided at the main entrance on 4th Floor Chancery Building, Valley Road, or be addressed and posted to :
