Position: Social Investment Supervisors 

(2 Positions)
 
Reports to: Field  Social Performance  Manager
 
Job Purpose: 
  • Be the key field based representative for all social investment activities.
  • Support and oversee the day to day execution of all site based social investment and local community development initiatives according to the applicable polices and guidelines.
  • Enable operational activities by enhancing community development outcomes through social investment programmes and initiatives.
  • Support the stakeholder engagement activities within the areas of impact. 
  • Work closely with local implementing partners, which may provide guidance on community development strategy and implementation. 
  • Provide support to the Group’s national level programmes and Local Content initiatives that are extended to impacted communities.
Responsibilities:
 
Social Investment (SI) & Community Development
  • Work closely with the Field Supervisor Stakeholder Engagement (FSSE), the Field Social Performance Manager and Social Investment Manager to ensure that grassroots social interventions and investment programmes are aligned to key operational risks, impacts, community development requirements and Tullow’s Social Investment Standards.
  • Take a leadership role in stakeholder engagement, identifying community needs/issues in order to advise on social investment so that Social Investment projects/initiatives can both help to manage social impacts and meet community aspirations.
  • Ensure stakeholder engagement process results in appropriate participation and sustainability of projects by securing stakeholder “buy in” from project concept design through to implementation and exit.
  • Work closely with implementing partners to design, develop and drive community Social Investment activities in collaboration with stakeholders.
  • Support the collation of baseline data and work of specialist consultants as requested to ensure desired outcomes are met.
  • Monitor the work of assigned implementing partners to ensure that they deliver in accordance with agreed work plans and signed grant agreements, contracts and any community issues/concerns are reported and addressed appropriately.
  • Ensure that periodic, reliable measures and indicators of Social Investment project impact are collected and reported to the Social Investment Manager
  • Assess progress in achieving results for assigned activities, and highlight when projects are under performing; make recommendations regarding corrective action; and provide written activity status reports
  • Review the community development context, results indicators, and activity implementation progress with the aim of identifying emerging problem areas and new priorities.
  • Provide relevant project data/information to the Social Investment Manager to ensure effective communication around the respective Social Investment initiatives.
  • Ensure that Social Investment initiatives are highlighted in an appropriate manner during community engagements to promote understanding of the Social Investment projects and community ownership.
  • Develop and maintain relevant project documentation to guarantee proper audit trail, closure and sustainability of Social Investment projects.
  • Cooperate and support community engagement activities and develop and maintain working relationship with county administration on the SI initiatives
  • Support the execution of national level and Group Social Investment initiatives that are extended to impacted communities.
Requirements
  • Degree qualification in Humanities / Social Science / Arts. 
  • Three years previous experience working within a community development / social performance role (potentially within a NGO / CSO environment).
  • Previous exposure to technical aspects of community needs assessment, stakeholder engagement / participatory community engagement processes would be desirable.
  • Experience within a marginalized community environment would be desirable.
  • Experience working in Turkana and knowledge of local languages is a strong advantage
  • Experience in developing and executing social investment and community development projects at a grassroots level is essential.
  • Familiar with relevant international guidelines on investment (IPIECA, IFC, ICMM etc).
  • Proficient in basic project management.
  • Ability to implement strategies (including key stakeholder engagement) to secure desired outcomes and support objectives.
  • Demonstrated ability to build and maintain a network of local stakeholders and informed parties.
  • Ability to work with external consultants / advisors (as appropriate) to support key deliverables and build capacity. 
  • Able to work on own initiative as well as effectively as part of a team.
  • Excellent written and verbal communications skills.

Key responsibilities include;      
                                                                                                


Internal Risk Strategy and Planning (% of Time: 30)  
  • Assist the Line Manager in the design, development and implementation of Internal Audit Strategy and annual risk-based Audit Plan;

  • Assist in the review of business plans to address emerging issues and risks and recommend appropriate management strategies to the Line Manager;

Internal Audits and Technical Support (% of Time: 70)
  • Performing specific reviews of business process controls and security within the ERP environment;
  • Reviewing the ERP security environment, including critical access and segregation of duty design
  • Designing and implementing security and control solutions within the ERP environment
  • Enhancing the controls environment, including developing integrated risk and control frameworks;
  • Collect and analyze data to detect deficient controls, duplicated efforts, extravagance, fraud, or non-compliance with laws, regulations, and management policies;
  • Examine and evaluate financial and information systems, recommending controls to ensure system reliability and data integrity;
  • Assist in the analysis, and verification of annual reports, financial statements, and other records, using accepted accounting and statistical procedures to assess financial condition and facilitate financial planning;
  • Undertake independent objective reviews of Business Units and associated risks  and advise the Line Manager of any exceptions;
  • Perform audit work in accordance with applicable audit standards and provide the necessary corrective recommendations when deficiencies are discovered;

  • Assist in the measurement of  the degree to which various functions of the Group adhere to stated managerial policies or requirements;
Desired Qualifications and Experience
  • Bachelor’s degree in Finance, Software engineering, IT, Law or related fields from a recognized university
  • CPA (K), CA, ACCA, CISA or equivalent professional qualification
  • Minimum of three year experience in a similar position preferably in an audit firm

He/she will be expected to
  • Drive the business performance by identifying and analyzing key performance drivers;

  • Actively participate in Budgeting and planning process with a view of identifying saving opportunities;

Social Performance Manager 
 
Reports To: General Manager
 
Job Purpose:  As a member of the Leadership Team, you will oversee the assessment and management of social impacts and investment activities associated with the exploration, appraisal and potential development of Tullow’s licence areas.  

You will also play a key leadership role in supporting exploration & appraisal activities, logistics, future development planning and construction to ensure socio-economic impacts (including economic displacement and compensation, livelihood impacts, inflation, community health and safety, in migration, human rights, conflict, SME development ) are assessed, understood and appropriately managed.  

The Social Performance Manager will also have a key role in ongoing issues management as it pertains to socio-economic impacts; this will include managing the portfolio of social investment and benefit packages and any land use agreements.

Responsibilities 

 
Social Performance Impact Management
  • Input into the development of the Environmental & Social Performance Management System (accounting for existing operations and future development).
  • Manage the acquisition of socio-economic baseline data and ensure the findings are fully integrated into relevant business planning activities. 
  • In close cooperation with the EHS and Asset Protection departments, manage social, socio-economic and human rights impact assessment (stand alone and as integrated within the EIA process) and associated action planning and execution.
  • Ensure that the appropriate management plans are in place and executed in accordance with the requirements of the ESIA.
  • Oversee the development and execution of a robust land access & acquisition framework to support operations in accessing land and providing compensation to impacted communities in a timely and appropriate fashion and in accordance with agreed processes.  
  • Support other company initiatives (environmental awareness, local content etc) which contribute to social performance management as requested. 
  • Drive the adoption and implementation of IFC Performance Standards (and other industry standards) as appropriate to ensure management of social impacts pertaining to Tullow’s operations and risks.
  • Cooperate closely with Asset Protection to ensure Human Rights issues (including conflict) are integrated into assessment processes and management plans as appropriate. 
  • Community Engagement & Consultation
  • Build and maintain strong working relationships with key stakeholders in the operational areas including regulators, local authorities, NGOs / CSOs, religious institutions and cultural bodies etc.
  • Ensure the field base Social Performance team are executing the agreed community engagement programme in support of E&A delivery requirements.
  • Develop, manage and execute a long term community consultation and disclosure programme (including grievance management) in support of business requirements.
  • Represent Tullow Kenya at key engagements which require social input / knowledge (ie. NGO engagement).
Social Investment & Benefits Packages
  • Oversee the development of a robust social investment programme (combining short and long term initiatives, nationally and locally).
  • Ensure the effective and timely execution of the Tullow Kenya Social Investment Strategy (local and national) accounting for business risks, operations and community development requirements.
  • Drive the development of a long term appropriate Negotiate Benefits Package (or similar) in support of the long term development planning process.
  • General Management
  • Deploy social performance human resources according to business requirements and provide input into business planning processes / decisions as required (accounting for operational impacts and stakeholder impacts on the business objectives). 
  • Contribute to risk assessments and management planning as required.
  • Participate and contribute to Social Performance audits / reviews (either internal or external).
  • Engage and manage specialist consultants as required.
  • Actively contribute to the leadership and management of the Tullow Kenya Business. 
  • Manage the annual budget cycle, forecasting and key Social Investment Contracts.
  • Play a key role in the proactive management of business issues, particularly those pertaining to Tullow Oil Kenya activities.
Qualifications and Experience
  • Degree qualified in social sciences / humanities (ie. anthropology / development economics). 
  • A least ten years previous experience working within a development / social performance role in extractive industries (mining or oil & gas) and to World Bank / IFC standards.
  • Previous exposure to technical aspects of environmental / social impact assessment of major infrastructure / extractive projects. 
  • Previous experience in land access and displacement action planning according to World Bank / IFC standards is essential. 
  • Demonstrated experience in securing both temporary and permanent access to land resources for the purposes of major infrastructure development.
  • Management experience within a major infrastructure / resource sector is essential. 
  • Demonstrated experience in managing large and diverse teams across remote locations.
  • Experience in the management of grievances and supporting systems. 
  • Experience in developing and executing social investment and community development projects within the extractive sector. 
  • Experience in managing large budgets and complex schedules
  • Demonstrated ability to develop a strategic approach to social and socio-economic impact management including defining the requirements for external technical support. 
  • Technical skills in baseline acquisition and management planning.
  • Ability to integrate social outcomes / risks into business and project planning as required. 
  • Ability to identify and select appropriate delivery mechanisms for social investment (ie. Project execution, partnerships, outsourcing, leveraging third party finance etc).
  • Demonstrated ability to produce effective frameworks, policies and procedures to ensure timely access and minimize associated impacts.

The candidate MUST have experience handling petroleum products.

The main purpose of the job is to Develop, Monitor and co-ordinate all Safety, Health and Environmental policies, procedures & activities so as to ensure compliance with all relevant legal, Quality Management System and company requirements.

 
Job Duties and Responsibilities
  • Continuously develop, implement and review safety, health and environment Standards & procedures in conjunction with the Workshop Manager, in line with the Occupational Safety & Health Act 2007 and other statutory requirements
  • Identify health, safety and environmental hazards, investigate root causes and identify corrective and preventative action, and report to the management
  • Conduct reviews on service station performance, compliance with set standards and documenting the same
  • Provide training instructions and workshops to all employees and subcontractors on safety, health and environment, with emphasis on continuous improvement
  • Maintain accurate training records for the same
  • Conducting inspections and audits including monitoring and tracking of all SHE related issues and Quality Management issues
  • Ensure that all facilities are in compliance with statutory requirements, Quality Management Systems and other internal policies
  • Liaise with the Workshop Manager, schedule for internal audits and monitor corrective action for deficient findings for completion & effectiveness, providing gap closure assistance
  • Proactively identify emerging issues in Safety, Health and environment Management system
  • Liaise with the Workshop Manager to ensure all statutory audits are carried out and licenses issued
  • Liaise with the Directorate of Occupational Safety & Health & other SHE practitioners to ensure our SHE practices are up to date
  • Maintain database of all safety incidences and accidents
  • Prepare weekly & monthly reports on all SHE related issues
  • Any other duties that may be assigned by the Management from time to time
Required Qualifications
  • Degree/Higher Diploma in any Business related field
  • Degree/Diploma in Occupational Safety and Health
  • ISO Standards Training and Lead auditor Training
  • Four (4) years progressive work experience, two (2) of which should be in the same position
  • Experience in ISO implementation
  • Experience in Bulk Logistics of fuel, Jet A1 and Dry cargo is required
  • Experience in Dangerous Goods Handling is also required
  • DOSH and NEMA Certification will be an added advantage

Strategic:

Planning Engineer

Job Purpose:
Reporting to the Project Controls Manager – Kenya and the Group Projects Controls Manager. 
He/she will provide a reliable and responsive planning service on assigned projects or programmes that is consistent with project or programme plans; supervise the development of Company and Contractor schedules for all phases of a project and or operation and to monitor and report progress against these schedules. 

Key responsibilities
  • Analyse project requirements and prepare a Project Master Schedule which integrates constraints and strategies for all phases.
  • Prepare logic diagrams, in accordance with a Work Breakdown Structure, which form the basis for detailed level schedule reporting and analysis. Issue detailed activity schedules and expedite the return of schedule updating data.
  • Monitor progress against schedules, analyse deviations and recommend remedial actions. Prepare agenda items for schedule review meetings.
  • Prepare and maintain progress curves for each project phase.
  • Co-ordinate, in conjunction with discipline engineers, a document level progress measurement system and operate the performance measurement system.
  • Prepare and maintain in conjunction with the material control group, a tracking system.
  • Prepare and make presentations to project teams and senior management on schedule control methodologies and procedures used by the company and the project/operation.

Education & Experience:
  • A degree in engineering or relevant discipline. 
  • 10 years experience in planning with at least 5 years spent in a similar role.
  • Must be registered with the Engineers Board of Kenya (EBK)
  • Membership of a professional body such as Association for Project Management (APM) is desirable.
  • Highly conversant in both planning and some cost engineering methodologies
  • Experience of industry standard project controls systems such as Primavera P6, Artemis, or MS Project is essential.
  • Excellent verbal, written and oral communication skills
  • Able to work effectively as part of a team
  • Ability to work on own initiative and take a proactive approach
  • Ability to take responsibility and manage tasks through to completion
  • Adopt a pragmatic, fit for purpose approach
