CARE Water Officer Job in Dadaab, Kenya

Water Officer 

(REF: WO/2/2014). 

Based in Dadaab

Reporting to the WASH Coordinator, the Water Officer will be responsible for ensuring the existence of an efficient and effective water supply system in the project and inspect & monitor the water supply & maintenance of the reticulation system with a view to ensuring minimal water flow interruptions during the water supply period in the respective refugee camps.
 
Job Summary & Purpose:

Reporting to the WASH Coordinator, the Water Officer will be responsible for efficient and effective water supply system in the respective camp, inspect and monitor routine water supply and maintenance of the reticulation systems to ensure minimal or no water interruption within water supply time, responsible for general supervision of boreholes drilling, construction, equipping and commissioning process; this includes ensuring that the specific contract items contained in the contract are strictly adhered to. 

Carry out assessment of boreholes behavior, aquifer monitoring and report to WASH Coordinator for any alarming scenario for quick action. Provide accurate production record and interpretation for the same.

Tasks and Responsibilities.

Maintenance of Water Pipelines and Applied apptenances
  • Ensure smooth running and uninterrupted water reticulation system all round.
  • In collaboration with other team members, give relevant technical extension information to the tap stand monitors/WASH committees to ensure proper use and prudent management of tap stands and related installations.
  • In consultation with master plumber, prioritize the work for the day to ensure minimum water interruption and distribution supply hours.
  • Project planning for construction activities and water pipeline installation in the respective camp.
  • Coordination of project activities at field or camp level
  • Approval of work done by the contractor or sub contractors.
  • Daily and weekly updating the WASH coordinator on the work progress in the respective camp.
Project Implementation and Supervision
  • Schedule and prepare work plans for field activities in consultation with the WASH Coordinator.
  • Prepare job contracts, supervise work and process payments upon job completion and submit to the supervisor.
  • Approve and ensure proper handling and utility of sector resources in the camp.
  • Monitor material stock levels, and advice the WASH Coordinator for timely and appropriate procurement/deliveries.
  • Guide the implementation of WASH Sector strategy at camp level including service extensions.
  • Routine office and staff administration, including regular staff meetings and briefings.
  •  Ensures that standards and specifications for works and materials deliveries are adhered to and gives recommendation(s) to the management as necessary, including certification of completed works for payments.
  • Supervision of contractor engaged by CARE to ensure work is done as per drawings, technical specification and to the highest quality standard.
  • Supervise the construction and rehabilitation of water supplies interventions in strict adherence to the Kenya government regulations, WHO and the SPHERE standards.
  • Capacity building of staffs and communities in programming and implementation of PHE projects.
Water Resources Management & Development
  • Assessment of day today behavior and operation of boreholes, checking for signs for preventive maintenance.
  • Carrying out of aquifer monitoring procedures and tests and the interpretation of step draw-down, recovery rates and thereby come up with appropriate actions for remedy and sustainable exploitation of ground water resources.
  • Capacity built the staff and other water users on the need to conserve water by using methods geared towards the general environmental conservation.
  • Sensitize the staff on environmental impact assessment (EIA) issues and the mitigating factors, so that our operations as an implementing agency can meet the minimum standards as set up by the water resources management authority, national environment management authority (NEMA), and in conformity with the water Act 2000, laws of the republic of Kenya.
  • Interpretation of the geological survey report before and during the drilling process and guiding the drilling contractor accordingly.
  • Ensure sample collection, labeling, storage, and litho logical logging during drilling, designing the borehole casing string, test pumping for all new boreholes.
  • The incumbent will ensure the drilling process is carried out in a professional manner with respect to the drilling tools, drilling foams and/or other drilling media, borehole uniformity and verticality.
  • Acquisition of aquifer data and hence design of the borehole on the basis of this data as well as the drilling logs obtained during the drilling process.
  • After the in depth analysis of abstraction rates, aquifer data, recommend boreholes for rehabilitation, development and upgrading where necessary.
  • After the supervision of test pumping procedures to completion, analyses the data and thereby come up and recommend a suitable capacity rated submersible pump and generation set, for water production installation.
Collaboration, Liaison and Networking
  • Promote continuous involvement of the refugee community in sector work at task execution levels.
  • Assist community to identify training needs.
  • Liaison with sector counterparts in other camps and DMO, as well as with other sectors and sister agencies within the camp, in execution of sector and project work.
Reporting
  • Prepare monthly and circumstantial reports and submit to the supervisor.
  • Participates in writing sector monthly sitrep reports and the weekly highlights.

  1. Spending Authority: N/A
  2. Supervision: Supervises 2 Master Plumbers
  3. Decision Making:
  • Recommend for disciplinary action or reward for direct supervisees.
  • Certification of completed jobs/works for purposes of preparation of payments to vendors/contractors.
Contacts/Key Relationships:
  • External: UNHCR field staff, community leaders.
  • Internal: WASH staff, Camp Administrator.
Working Conditions:

The position is based in Dadaab or Dagahaley/Ifo camps as well as any other extension camps and program sites. 

This is a non-family working station. Hot weather is prevalent throughout the year with limited basic amenities. 

Road movement between work station and Garissa as well as inter-camp movement must be under police escort (scheduled convoys), with strict adherence to security instructions all the time. 

It is a six days work station with a compensatory time off according to CTO policy.

The incumbent shall reside in the CARE compound while executing official duties and shall obey and adhere to residential compound regulations.

Qualifications, Experience and Competencies:
  • Education: Bachelor’s degree in Civil/Water/Public Health Engineering with 2 years experience.
  • Diploma holder in the same field with five (5) years proven experience will be considered.
  • Experience: experience in working/programming in either relief or development including managing a large scale Community based water project with evidence of successful implementation of similar projects will an added advantage.

Position Summary

Based in North Eastern Kenya, the WASH Officer will be a full-time member of the Adeso team and will play a crucial role in the CARES/SDC-WFL projects in the region. The Wash Officer will report to the Project Engineer

Position Purpose
  • Monitor cash for work activities
  • Oversees all WASH Activities within Habaswein Regions
  • Conduct assessments of the proposed sites, analyzing labour requirement, costs and timeframe
Specific Roles and Responsibilities
  • Assist in the design, construction and rehabilitation of water and sanitation facilities ensuring that the constructions are of the highest quality and as per original design.
  • Prepare BOQs and monitor contractors undertaking WASH hardware construction.
  • Assist in the monitoring of cash for work activities.
  • Collect data and provide updated information on financial and administrative status of WASH activities of the project for analysis and report purposes.
  • Assist and manage project expenditures, ensure budget is strictly adhered to, financial procedures are respected and all supporting documentations are sent to Garissa as per required schedule.
  • Assist in conducting a thorough assessment of the proposed sites, analyzing Labour requirements, costs, and timeframes, and taking into consideration the successes and constraints of new/rehabilitated water infrastructure at all sites.
  • Assist in monitoring of water quality through continual testing and undertaking activities to address poor quality, including public health initiatives.
  • Liaise directly with communities, elders and local authorities, as well as other agencies operational in N.E Kenya regularly to ensure coordination and effective implementation of activities.
  • Assist in the development of training materials and conduct trainings related to Water & Sanitation as needed for the project.
  • Draft Monthly, Quarterly and Annual project progress reports and submit to the Project Engineer on the progress of activities and challenges faced.
  • Any other duties as required.

Skills and Qualifications
  • University degree in environmental, water and sanitation engineering, or related science qualification.
  • Minimum 2 years of relevant WASH experience in NGO or UN agencies national level is required.
  • Strong project management experience is essential
  • Specific experience in water and sanitation projects and/or hygiene desirable
  • Ability to multi-task and effectively handle stressful situations.
  • Excellent verbal and written communication skills (fluency in both English and Swahili required Somali will be an added advantage).
  • Strong interpersonal skills and ability to establish and maintain effective working relations with a team.
  • Proficiency in computer applications such as word processing, spreadsheets, AutoCAD or any other design software, etc.
  • Ability to live and work in an isolated area in conditions of limited comfort

Purpose of the Post:  Under the supervision of the Chief of Field Office, Dadaab and technical guidance of the Chief of WASH, Nairobi, the incumbent is to sustain ongoing UNICEF WASH activities in the Dadaab refugee camps and surrounding host communities as well as for strengthening emergency preparedness and response.

Major Duties and Responsibilities:


The WASH Specialist (Hygiene & Sanitation) will be based in Dadaab and will support the WASH Sector in coordinating emergency response interventions. 

Reporting to the Resident Programme Officer, Dadaab and under the technical guidance of Emergency WASH Specialist the post will have the following responsibilities:-
  • Support coordination of sectoral activities in the Dadaab refugee camps and host communities.
  • Coordination of the Sanitation and Hygiene promotion responsibilities in the WASH emergency response in Dadaab refugee camps and host communities.
  • Ensure effective linkages and coordination with Government, UNHCR and other Cluster / Sector groups in the Dadaab refugee camps and host communities.
  • Responsible for development and dissemination of Hygiene promotion communication messages through print, electronic and other media including selection of culture sensitive IEC materials.
  • Mobilization of Public Health Department personnel in the respective geographic areas.
  • Monitoring of Hygiene & Sanitation emergency response interventions.
  • Ensure affected populations have access to appropriate hygiene messages and are aware of safe hygienic behavioural practices.
  • Ensure effective linkages with other Cluster/Sector groups specifically Nutrition Cluster.
  • Prepare relevant WASH situation reports, donor proposals, briefing documents etc. as necessary.
  • Provide support to MoWI, MoPH&S and partners to conduct emergency WASH interventions with a focus on Sanitation and Hygiene activities and monitor activities on the ground...
  • Provide technical assistance to UNHCR and other partners to provide WASH services within the refugee camps and host community.  
  • Analyse findings and recommended actions on priorities, technical options, with involvement of communities.
  • Provide inputs related to WASH supply planning and utilisation, and make recommendations on their effectiveness and appropriateness.
  • Work closely with other UNICEF Sections to ensure an integrated response and promotion of key sanitation and hygiene-related messages are disseminated to the affected population.
  • Ensure that emergency interventions supported by clusters agencies conform to national norms and standards as much as possible. Ensure that inputs during emergency reinforce best practices in the sector and contribute to national priorities.
  • Assist in providing inputs for the regular monitoring and reporting system for WASH database.
Expected Deliverables
  • Participation and technical inputs provided in Camp Coordination meetings & District WESCOORDs where appropriate, including  in relevant Ministry, Sector Working Group and Cluster meetings.
  • Field visits to affected districts as required in coordination with UNICEF, Ministry and other partners with reports on findings and clear recommendations for action.
  • Working closely with UNHCR and WASH partners identifying needs and gaps, available capacity, resources and gaps among partners involved are identified and information/knowledge is used in establishing an effective hygiene and sanitation response components to refugee influx and camp WASH activities including building capacity of sector partners to improve effectiveness of response activities.
  • Support planning of new and monitoring of existing host community hygiene and sanitation projects.
  • Assist in strategic planning to respond to the needs of affected population.
  • WASH situation reports, field reports, donor updates etc. are prepared as and when required.
Qualifications required:
  • Advanced university degree in one of the disciplines relevant to the following areas: Public Health, Civil Engineering, Mechanical Engineering, Geology, Hydrology, Sanitation Engineering, or a field relevant to international WASH related development assistance.
  • Additional training in Health Education or Communication for Development (Programme Communication), an asset.
  • At least 5 years of field experience in management and technical assistance to WASH programmes in developing countries, including emergencies with focus on Sanitation & hygiene activities.
